Mr. B (53)’s house in Gwangmyeong.”
The receptionist decided that the situation was not serious and issued a’code 0′. ‘Code 0’is the highest level of emergency in the police work manual issued when violent crimes such as kidnapping, confinement, murder, and robbery are suspected.
Upon receiving the report, the Gwangmyeong Police Station dispatched 21 police officers to the scene. However, the police could not immediately find the place of the crime, Mr. B’s house. After the twists and turns, he arrived at the crime scene at around 1:42 am, 50 minutes after the report was received, but Mr. A was already murdered by Mr. B.
Mr. B stated, “I’ve been known to Mr. A, and Mr. A seemed to be meeting other people, so he was so angry and committed while arguing.”
The police arrested Mr. B for murder and sent it to the prosecution on that day.

GPS malfunction, missing information from Mr. B

The receptionist who received the report propagated the location of Mr. A by invoking’Code 0′, but it was confirmed that the police officers on the scene did not accurately determine the home address of Mr. B, the scene of the crime.
At the time of reporting, Mr. B’s location was not clearly identified. The police report reception system identifies the location of the reporter through the mobile phone carrier’s base station, Wi-Fi, and satellite positioning system (GPS). The signal sphere of influence is displayed on the map.
The base station is marked with a maximum radius of several kilometers, and the Wi-Fi is marked around 50-100m around the router. GPS is the most accurate, as it can locate within a few meters.
However, on this day, A’s GPS location was not known. Eventually, the police went to B’s house with the location measured by the base station and the Wi-Fi signal. Mr. B’s residence is a place where multi-family houses are concentrated, and 600 households live. The police actually searched 44 suspected houses, including places where lights were on.
As the on-site confirmation was delayed, the 112 situation room at the Gwangmyeong Police Station reconfirmed the report. In this process, Mr. A confirmed that Mr. B’s name was mentioned, and the address was searched by Mr. B’s name. In the case of GPS location tracking, it is said that it is difficult to locate a mobile phone such as a 2G phone, or in the case of a high-rise building indoors or underground. The police are also investigating whether there were any errors in GPS location tracking.
