Discuss carbon neutral strategy and distributed energy roadmap

The fate of Shin Hanul Units 3 and 4 is expected to be decided before the 27th, the expiration date of the power generation business license.
The Ministry of Trade, Industry and Energy announced on the 22nd that the 6th Energy Committee was launched and the 22nd Energy Committee was held. At the meeting, a total of four reporting agendas were discussed, including ▲ measures to deal with major issues related to nuclear power plants ▲ direction of key policies in the energy sector in 2021 ▲ plans to establish an energy carbon neutral innovation strategy ▲ plans to establish a roadmap to revitalize distributed energy.
First of all, as major issues related to the nuclear power plant, reports and discussions were conducted on the treatment plan for Shinhanul Units 3 and 4 and the Cheonji (Yeongdeok) nuclear power plant planned area.

On January 8th, Han Suwon, a business operator, applied for an extension of the approval period for the construction plan of Shinhanul Units 3 and 4. In a situation where it is difficult to carry out business due to the energy conversion policy, if the business license is canceled, participation in new power generation projects is restricted for the next two years, so it is judged that it is necessary to maintain the business license until a system such as laws and regulations related to cost preservation is established.
Under the current law, if a construction permit is not obtained within four years after obtaining a power generation business license, the existing permit will be cancelled. The deadline for Shin Hanul Units 3 and 4 is until the 27th. The government is expected to draw a conclusion on whether to extend it later this week after discussing the Energy Commission.
The Cheonji (Yeongdeok) nuclear power plant was terminated in June 2018 by KHNP by the board of directors. Accordingly, it reported the progress of discussions with the local community and the local community to cancel the designation of the planned site for nuclear power plants.
In addition, the direction of implementation of major policies in the energy sector was shared and discussed with the attending members. This year’s energy business has focused on laying the foundation for the realization of ‘2050 carbon neutrality’ such as diffusion of renewable energy, establishment of a hydrogen industry ecosystem, and settlement of energy conversion.
As part of the strategy for each sector in accordance with the pan-governmental ‘2050 Carbon Neutral Promotion Strategy’, the establishment of the’Energy Carbon Neutral Innovation Strategy’ will be promoted by the end of this year. In order to discover and discuss major policy tasks for this, a working group will be formed as an industry-academia-research expert in each field in the first half of the year, and the establishment will be promoted through industry opinion collection, consultation with related ministries, and deliberation by the Energy Committee.

In addition, a plan to establish a roadmap for activating distributed energy was discussed. In March, it plans to announce a’decentralized energy activation plan’ to promote short-term measures centering on Jeju Island, which has a high proportion of renewable energy generation. In the future, through discussions with related ministries and deliberation by the Energy Committee, a’Distributed Energy Roadmap’ including mid- to long-term directions will be established and confirmed, and the’Decentralized Energy Activation Special Act’ (tentative name) will be reviewed and promoted.
