According to Daejeon City and Chungnam Province, Daejeon City has been promoting a’communication cooperation space’ project for the former Chungnam Provincial Office building in Seonhwa-dong, Jung-gu since June last year. The main content of the communication cooperation space project is to remodel the old Chungnam-do government office buildings such as Mugigo-dong, Seongwanwi-dong, and Post Office-dong.

The social capital support center and social innovation center will be located here, and a shared kitchen, cafe, and gallery will be installed. The project cost is 12.35 billion won. The facility cost is 6.35 billion won, and the remaining 6 billion won is the program operation cost. Daejeon City explained, “The communication and cooperation space is a place where citizens directly participate and discover ideas to solve local problems.”

For remodeling, Daejeon City actually did major repair work to tear down the inside of the building attached to the Chungnam Provincial Office. Major repair refers to repairing, changing, or expanding the structure or exterior shape of pillars, beams, bearing walls, and main stairs of a building. To make major repairs, you must obtain permission from the head of the competent ward in accordance with the Building Act (Article 11, etc.). It was confirmed that Daejeon City did not follow procedures such as reporting to the head of Jung-gu.

An official in Jung-gu, Daejeon said, “The remodeling of the NEC and the post office building corresponds to a major repair work to remove beams and walls,” he said. “Daejeon did not have any prior consultations with Jung-gu.” The official added, “Chungnam Province has ordered the damaged buildings to be restored to its original state, so I will watch it first.”

After the window frame was torn off, iron pillars were installed. The arsenal also demolished the stairs leading to the second floor. The exterior walls of the building were cracked in several places, and the bricks fell in places. From the roof, some tiles seemed to fall off.

Most of the inner walls and beams of the NEC building were demolished. A steel structure was installed on the ceiling of the NEC building. These buildings are said to have been built in 1966. Lee Mo, an architectural designer who toured the site with a reporter, said, “I can see traces of unreasonable construction work everywhere,” and said, “If a public, not an administrative agency, did such a construction, it is an issue that should be taken immediately.”

These buildings are also controversial for conservation. On the information board attached to the post office building by Daejeon City, “It is characterized by a vertically elongated window and a Japanese-style roof tile. Inside the 2nd floor, there is a Japanese-style tokonoma (tatami room decoration space) and a wooden banja (a structure that makes the room floor ceiling flat), which shows the characteristics of Japanese houses.”

Regarding this, Daejeon Jung-gu Council Chairman Kim Yeon-su argued that “while creating a communication and cooperation space, there was no communication with citizens or related organizations at all,” and “Daejeon should apologize and reprimand the person in charge.”

The Power of the People The Daejeon City Party accused Dae-Jung Heo and the director of the communication and cooperation space creation project with the mayor of Daejeon on charges of damage to public property, abandonment of work, and violation of the construction law. The People’s Power stated in the complaint that “while carrying out the construction to prepare a space for communication cooperation, we removed juniper trees, which are common items, and remodeled the building without the approval of Chungnam Province, the owner of the government office, and did not implement procedures such as reporting from the competent authority.”
