The Ministry of Land, Infrastructure and Transport confirmed the ‘3rd Basic Building Policy Plan (2021~2025)’, which suggested the direction of the national building policy for the next five years at a State Council meeting presided over by the President on the 16th.
This basic architectural policy plan sets the vision of’architecture that enhances everyday values, a city where life is happy,’ so that the publicity of architecture can be realized, and the three main steps are improving people’s living space, creating a sustainable carbon-neutral city, and securing national competitiveness. According to the goal, 9 specific tasks were prepared.
As a major practical task, he suggested that it will create a beautiful and convenient everyday space and promote architectural culture by innovating public architecture through the enactment of the Special Public Architecture Act. In addition, in order to comply with the carbon-neutral policy, it has decided to reduce carbon emissions in the building sector by 25% through the mandatory zero-energy construction of private buildings by 2025.
The part that the machinery and equipment industry is paying attention to and welcoming is the practical task of’building environment management that adapts to future environmental changes’ as part of the creation of a sustainable carbon-neutral city. This includes plans to prepare infectious disease prevention plan standards for each type to prevent and respond to the spread of infectious diseases in buildings, and to prepare measures to reinforce existing buildings.
In May last year, the Korean Federation of Machinery and Equipment Organizations (Chairman Dal-Hong Jeong), representing the machinery and equipment industry, prepared a’mechanical ventilation facility enhancement plan’ aimed at preventing the spread of infectious diseases and blocking fine dust in multi-use facilities, and proposed to the National Assembly and government authorities. It is the result. The mechanical equipment industry even suggested concrete plans for upgrading ventilation equipment through two forums and legislative discussions after arguing the necessity of upgrading ventilation equipment. The Ministry of Land, Transport and Maritime Affairs, which listened to the claims of the machinery and equipment industry, is in the process of establishing a ventilation facility standard for multi-use buildings by requesting a service from the Korea Institute of Construction Technology in the second half of last year. to be.
However, there are still tasks to be solved.
Although it was pointed out at a legislative debate co-sponsored by Congressman Park Sang-hyuk, the law related to multi-use facilities was scattered by the’Building Act’ under the jurisdiction of the Ministry of Land, Infrastructure and Transport, the’Indoor Air Quality Act’ under the jurisdiction of the Ministry of Environment, and the’Multi-Use Business Act’ under the jurisdiction of the Fire Service Agency. As much as there is, there is a homework that requires understanding and consensus of each ministry to establish a standard for installation of mechanical ventilation facilities and a clear target range. In addition, the Ministry of Land, Infrastructure and Transport should collect opinions from related industries and expert groups on the review and verification of future standards.
So, if the upgrade of ventilation facilities for multi-use facilities is completed, this will remain a beautiful model example in which the government accepts the arguments of industry and academia, establishes objective standards, and aids legislation after the National Assembly.
