The National Assembly’s Land, Transport and Transportation Committee finally decided on the Gadeok New Airport Special Law on the afternoon of the 19th after labor. Unless there is an abnormal change, the special bill will be processed at the plenary session on the 26th after a resolution by the Legislative Judicial Committee on the 25th. Gadeok New Airport, the 20-year longing of Booulkyung, is entering the’irreversible stage’.

The subcommittee on the Transportation Bill of the National Land, Infrastructure and Transport Commission reached an agreement after controversy about specifying “Gimhae New Airport blanking” in the supplementary provisions of the special law, which was a last-minute issue at a meeting that was resumed at 5 pm that day. Article 2 of the Supplementary Provision contains the content that’the 6th Comprehensive Airport Development Plan must be established in accordance with Article 3 of the Airport Facilities Act in place of the airport development project plan being promoted as an act of preparation for enforcement of the Act’. This is the intention that Gadeok New Airport is an airport that replaces Gimhae New Airport, which is currently being promoted, and that Gadeok New Airport should be reflected in the 6th Comprehensive Airport Development Plan currently being established by the Ministry of Land, Infrastructure and Transport.

The Ministry of Land, Infrastructure and Transport showed a negative position in promoting the Gaduk New Airport by requesting the Ministry of Legislative Affairs to reconsider the authoritative interpretation of the conclusion of the Verification Committee despite the conclusion of the’Basic Review’ of the Verification Committee of the Prime Minister’s Office in November last year. However, it is expected that the Ministry of Land, Infrastructure and Transport will no longer adhere to the passive attitude toward promoting the new airport in Gadeok, while the special law clearly contains the grounds for the abolition of the new airport in Gimhae. In fact, it is reported that the Ministry of Land, Transport and Maritime Affairs showed the intention that if the contents were included in the special law, the Gimhae New Airport policy could be abolished and the procedural burden for promoting Gaduk New Airport could be relieved.

Previously, the Subcommittee on the Transportation Act said, “Exemption from preliminary feasibility study,” which is the core of the review on the morning of the day, was stated, “In spite of Article 38, Paragraph 1 of the National Finance Act, if the Minister of Strategy and Finance deems it necessary for the rapid promotion of new airport construction projects It was agreed to include a phrase stating that the preliminary feasibility study can be exempted. The basis for exemption from pre-tapping, which is the core of rapid promotion of Gadeok New Airport, has been secured.

However, the basic direction of’Early Construction for the Successful Hosting of the 2030 Busan World Expo’, which was originally proposed by 136 Democratic Party lawmakers in the original draft of the Gaduk New Airport Special Law, simplifies the preliminary feasibility study, and establishes a separate airport corporation in which the Booulkyung local government participates. It was not reflected in the agreement.

As a result, it became unclear whether it would be possible to achieve the target timetable of Boulkyung’s completion before the 2030 Busan World Expo. In particular, the establishment of a separate airport construction, which was regarded as an essential prerequisite for airport operation, which will take advantage of the characteristics of Gaduk New Airport as a logistics hub, is a future task. Left.

Other special provisions not related to airport construction, such as the provisions for pre-validation of the original draft and exemption from environmental impact assessment, and surrounding infrastructure, were also removed. First of all, the focus was on building a new airport in the whole area of ​​Gadeok Island.

The opposition parties in Busan welcomed the resolution of the National Land Commission’s Gadeok New Airport Special Act, saying, “The construction of Gadeok New Airport, a 20-year longing for 8 million Boul-gyeong citizens, has become a prerequisite.”

Rep. Jeon Jae-soo (Busan Bukgang Seogap), a senior vice president of the Democratic Party, said, “If the special law is passed at the plenary meeting on the 26th, Gaduk Airport will now face an irreversible historical phase. It is the victory of the citizens of Boulkyung who have longed for the gateway airport.” In particular, the former lawmaker will serve as the chairman of the Gaduk New Airport Special Committee, which the Democratic Party decided to organize in order to comprehensively handle follow-up measures for the prompt construction of Gaduk New Airport after the passage of the special law.

Even from the power of the people, preliminary candidate Park Hyeong-jun, a leading candidate for the 4-7 Busan mayor’s by-election, also announced in writing, “In relation to the issue of exemption from the preliminary feasibility study,’if necessary, the preliminary feasibility study shall be exempted for quick and smooth construction. “It is possible” and said, “This is an important first step towards the construction of a new airport in Gadeokdo Island.”

Park Dong-seok, head of the New Airport Promotion Headquarters of Busan City, also said, “As the construction period of the Gaduk New Airport is 10 years, we will discuss with Korea Airports Corporation in the meantime to make an amendment or make an independent plan.” If confirmed, a separate special law will be created like the Yeosu Expo Special Law, but additional information related to the airport can be added.” The remaining tasks can be resolved step by step after the special law is dealt with.
