
“As a whole, the Fourth Industrial Revolution Committee will take on the role of CDO.”
Bae Il-kwon, data planner of the 4th Industrial Revolution Committee, said this through a briefing on the’National Data Policy Promotion Direction’ confirmed at the plenary meeting held on the 17th, presided over by Prime Minister Jeong Sye-gyun and the 4th private chairman Yoon Seong-ro.
The direction of the national data policy determined on this day is the establishment of a comprehensive data policy system and in particular, the contents of the establishment of the’Data-Based Administrative Policy Officer (CDO)’ among the contents of the complete reorganization of the national data management system are attracting attention.
CDO (Chief Data Officer) refers to the person responsible for the overall strategy of data collection, management, analysis, and utilization within national institutions and creating value from data.
He holds the position of CIO as Chief Information Officer or CTO of Chief Technology Officer in general companies. This means that the 4th rank organization at the national level is in charge of the CDO job, which focuses on the concept of data rather than the chief officer of information and communication technology.
At the end of last year, at the National Economic Advisory Council, the 4th rank was decided to establish a special data committee within the organization and oversee the national data policy. In addition, beyond the status of a private advisory body, the Prime Minister, along with the private chairman of Chairman Yoon Seong-ro, served as co-chair, enhancing the executive power of the pan-government.
Afterwards, the 4th committee, which reorganized the policy promotion system as the national data control tower, discovered the core tasks of the private sector and established the’national data policy promotion direction’, and explained that it will take charge of the national CDO in charge of this.
The national CDO is not an abstract concept. In addition to the fourth rank in charge of CDO, all national agencies, including central ministries, will create new CDO positions.
It is in accordance with the Data-Based Administration Act (Act on Revitalization of Data-Based Administration), which introduces CDO and extends it to all public institutions so that organizations with core data can handle actual data work.
Accordingly, until April, all state agencies will assume responsibility for managing and utilizing data generated in the public as CDO positions.
In general central administrative agencies, a high-ranking public official, the director-level, is in charge of the CDO, and in local governments at the provincial level, a third-level public official should be in charge of the CDO.
It is worth noting that according to the direction of national data policy promotion, 11 action tasks and 9 services, which are considered examples of data utilization performance, will be promoted by various related ministries presided over by the Prime Minister, and CDOs will have separate responsibility for them.
The implementation status of the’Korea 119 Project’, including 11 action tasks and 9 tangible services, is monitored weekly by the National CDO, the 4th Data Special Committee, and the results of the inspection by the division are reported to the Data Special Committee. It will be promoted in the future.
