The decisive blow was the fact that Park Bum-gye, Minister of Justice Park Bum-gye, directly reported to President Moon Jae-in, the proposal of senior prosecution officers, and forced the announcement to be announced after a month and a half after the appointment of Shin Hyun-soo, chief executive officer of the Blue House. It is said that complaints about the’reduction of role’ were expressed, such as the relief of the confrontation between the passport and the prosecution through personnel at the prosecutors’ office, and his intention to calm the complaints inside the prosecution. It is known that Shin said, “I can’t live with my pride,” and “I can’t do the senior job anymore.”

What happened before the announcement of high-ranking prosecutors?

Summarizing the results of interviewing passports and legal affairs on the 17th, Minister Park exchanged opinions on personnel affairs with Prosecutor General Yoon Seok-yeol twice on the 2nd and 5th. However, as Minister Park and President Yoon disagree over the retirement of Seoul Central District Prosecutors’ Office Lee Seong-yoon or the return of prosecutor Han Dong-hoon to the front line, Shin headed for coordination. Shin, who was appointed on December 31 of last year, was the first civilian chief prosecutor of the Moon Jae-in administration, raising expectations that he would restore the’stable cooperation between the Ministry of Justice and the prosecution. However, a message from passport officials is that Park “directly sent” a senior prosecution officer’s personnel plan to President Moon without final coordination with Chief Shin, and that President Moon thought that he had coordinated with Chief Shin and agreed to the announcement. In the passport, when it was clear that Shin would object to personnel proposals such as retaining Seoul Central District Prosecutors’ Office Lee Seong-yoon and sending Judicial Affairs Prosecutor General Shim Jae-cheol close to former Minister Chu Mi-ae as Seoul Southern District Prosecutor’s Office, it is believed that Park would have directed the president. A high-ranking Blue House official also met with reporters on the day and said, “As soon as Minister Park carried out his argument, the procedure proceeded. President Moon’s home was there,” he explained. “The announcement was made in a state of disagreement (between Chief Shin and Secretary Park).” When Minister Park made the announcement on the 7th after passing directly to the president on the personnel plan he opposed, Shin expressed his gratitude and rebelled. A high-ranking Blue House official said, “The direction of personnel viewed by Chief Min Jeong and the direction of the Ministry of Justice and the prosecution may differ. Shin tried to mediate, but when (a high-level prosecutor’s official) was announced while the (mediation) was in progress, Shin expressed his appreciation.”

Shin Chief still enraged… First on the way to work

After the prosecution’s high-ranking officials were announced, Shin said, “My pride is very hurt. It was reported that he expressed his opinion several times to the effect of “I can’t do it anymore because I’m embarrassed.” Shin is reported to be attending a state council meeting on the 16th, when the company’s expression was reported, but he is still contemplating his move without calming his dissatisfaction with Park. A senior Cheong Wa Dae official said, “(After the Ministry of Justice’s announcement), Chief Shin expressed his gratitude several times, and each time the President held back. That condition is continuing.” Shin’s stubborn attitude seems to be because he believes that the role of the first prosecutor of the Moon Jae-in administration, former chief Min Jeong, has collapsed from the beginning. Park thought that his mission to serve as a bridge between the Ministry of Justice and the prosecution so as not to repeat the confrontation between Minister Chu and President Yoon at the end of last year was defeated by Minister Park. The Blue House is reportedly involved in persuading Shin’s appreciation. This is because if Shin quits less than two months after his appointment, it would inevitably hurt President Moon, who could not reconcile the conflict between the Blue House staff and the minister. The Blue House’s explanation on the passport side is that the extraordinary notification to the media of Chief Shin’s dissatisfaction with Minister Park and the expression of his appreciation to the media is to build up the pride of Chief Min Jeong and dismiss his gratitude.

Conflict with Secretary Lee Gwang-cheol is clear

However, the Blue House said that after the prosecution requested a warrant for arrest against former Minister of Trade, Industry and Energy Baek Woon-gyu, Minister Park discussed personnel plans with the Civil Service Secretary Lee Kwang-cheol, such as retaining Seoul Central District Prosecutor’s Office Lee Seong-yoon as Minister Cho for control of the prosecution. Regarding the report, he said, “It’s not true.” A line was drawn on the view that the conflict with the secretary of the senior civil servant’s office was also a factor in Shin’s voice. A high-ranking official at the Blue House said, “There was no disagreement in the civil administration chief’s office during the prosecution’s progress. It was as if secretary Lee Gwang-cheol had “passed” the chief civil servant with the Ministry of Justice (reported), and it is not true with my honor.” This official explained that the secretary was the one who persuaded Park to say,’You shouldn’t say hello in this way.’ The Blue House side explained that the secretary, whose resignation had been raised, decided to remain in the chief civil servant’s office, while anti-corruption secretary Lee Myung-shin and legal secretary Kim Young-sik had already resigned as former chief civil servant Kim Jong-ho. It also said that the request for an arrest warrant against former Minister Baek was not related to this issue. This official said, “Prime Minister Jeong Sye-gyun and Secretary Park also spoke The closure of the 1st Wolseong nuclear power plant is a pledge of the President and is a key (policy) issue of the Moon Jae-in administration. He said that he was not convinced that he was chosen and is subject to judgment by the judiciary, and the president has never said anything about it. .
