NIS “Illegal inspection of politicians under the direction of the Lee Myung-bak administration”

During the Lee Myung-bak administration, the National Intelligence Service admitted on the 16th that under the direction of the Blue House Civil Affairs Office, the National Intelligence Service conducted systematic illegal inspections of politicians. However, it did not clearly disclose the details of the temple and whether other regimes also conducted illegal inspections.

National Intelligence Service Chief Park Ji-won admitted to the fact that the National Intelligence Service was inspected at the plenary meeting of the National Assembly Information Committee on that day, according to lawmakers Kim Byung-ki and Ha Tae-kyung, secretaries of the intelligence committee. The temple was started on December 16, 2009 under the direction of the Blue House Civil Affairs Office.

The Civil Affairs Office needs to manage personal data on the ruling and opposition lawmakers in order to cooperate and check with the government and the assistant governing VIP (President). The NIS reported on the 16th that it is a limited and sensitive matter to accumulate and update the data in the civil administration chief’s office from time to time. At the time, Chief Min Jung was former Minister of Justice Kwon Jae-jin, a key aide to former President Lee Myung-bak.

An elaborate politician’s temple

Initial inspection data were managed in such a way that the civil administration chief’s office collected and delivered the data of the prosecution, the National Tax Service, and the police, and the NIS made a database and delivered and updated whenever the civil administration chief’s office requested. The National Intelligence Service reported that the Civil Affairs Office also requested’support for information on corruption of politicians to check politicians who interfere with state affairs’. This means that the Blue House intended to control opposition forces with’information’.

It was also confirmed that the Chief Civil Service Office ordered the National Intelligence Service to meticulously order,’Turn the data as simple external data.’ It means that he knew that the politician inspection and data accumulation was not justified.

In response to the suspicion that Professor Park Hyung-joon, Dong-A University professor, who served as the head of government at the Blue House in the Lee Myung-bak administration, was involved, the NIS reported that “the basis for that was not confirmed (from the available data).”

It is an illegal temple, but the entire contents are in the fog.

On this day, the National Intelligence Service stipulated that “politicians and civilian inspectors information is illegal because it is out of scope of work,” said Rep. Ha Tae-kyung, secretary of the power of the people. It means that it is illegal as it is the collection of personal information of politicians beyond the scope of their duties (overseas, North Korea, counterintelligence, counter-terrorism, etc.) under the NIS Act.

However, the NIS reported that the contents of the temple data, which is a clue to the level and method of the temple, are currently unknown. This is because a request for disclosure of information on most politicians’ inspection data has not been made, and the NIS does not have the authority to look into the data. The NIS is taking a cautious attitude as viewing the data itself can lead to controversy over political intervention.

The Roh Moo-hyun and Park Geun-hye governments are also temples?

The NIS also reported, “There is a possibility that (the inspection may have continued) because the Park Geun-hye administration did not confirm that there was an instruction to stop building and updating the database (inspection data).” In addition, Democratic Party secretary Kim Byung-gi drew a line, “After the Moon Jae-in administration was launched, the National Intelligence Service stopped working on domestic information, and the inspections seemed to have been suspended as well.”

Regarding whether the Kim Dae-jung and Roh Moo-hyun governments inspected or not, Director Park Ji-won reported that there was no. However, Rep. Ha Tae-gyeong refuted on the grounds that there was an illegal wiretapping case by the National Intelligence Service during the Kim Dae-jung administration, and the fact that the Roh Moo-hyun administration had inspectors with relatives of the president, including former president Roh Moo-hyun’s son-in-law Kwak Sang-eon. Rep. Kim Byung-gi blocked the spread of suspicions, saying, “At least in the Roh Moo-hyun administration, there was no such temple in which the NIS’ public organization was mobilized.”

Is it a matter of time to disclose the actual status of the temple?

The National Assembly Intelligence Committee, led by the Democratic Party, is poised not to go after asking about the controversy over the NIS inspection. Through the decision-making process at the level of the Information Commission, it is planned to review ways to view temple data privately or to create a special law for data disclosure. Director Park Ji-won proposed at a closed meeting, saying, “Let’s make a special law to deal with illegal inspection black history in 60 years of the National Intelligence Service.” There are many prospects that it is a matter of time that the full picture is revealed, as the politicians of the pan-passport who are mentioned as the subject of the NIS inspections have personally requested or plan to disclose information.
