[에너지신문] The offshore wind power projects in the United States, which had been sluggish due to delays in federal approval, are showing a movement to accelerate after the inauguration of the Biden government.

According to a recent Wall Street Journal, President Biden signed an executive order last month instructing the Home Secretary to identify steps to double the capacity of offshore wind power by 2030.

Offshore wind power is active in Europe, such as Germany, Denmark, and the UK, while in the US, development is slow due to long and complex federal deliberation procedures, supply chain issues, and concerns about the impact on fisheries and marine ecosystems. Currently, there are only two offshore wind farms in operation, forming a significantly smaller industrial scale compared to Europe.

The slow supply of offshore wind power is the biggest reason for the delay in approval by the federal government. Currently, it is known that about 10 offshore wind project proposals are pending without approval from the Bureau of Ocean Energy Management (BOEM) under the Ministry of Interior.

The’Vineyard Wind Project’, which is being promoted as the first large-scale project in the United States, has already been postponed several times during the federal deliberation process. The problem is that, while the federal government’s deliberation is prolonged, wind turbine technology is rapidly developing, and there are situations in which the original proposal submitted several years ago must be revised.

Wind turbines in the US expect President Biden’s move to accelerate the federal government’s review of offshore wind power projects, which have been delayed.

Another positive factor is the formation of new momentum as US states along the Atlantic coast are increasing offshore wind power contracts to target carbon emissions reductions. According to the American Clean Power Association, more than 29,000MW of offshore wind power resources are expected to be secured by 2035.

New York State is receiving special attention for offshore wind power in the United States. New York State has set a target for offshore wind power generation at 9000MW by 2035 and is carrying out specific projects to achieve this. Recently, two additional projects were selected, and a total of five offshore wind power projects with a scale of about 4300MW have been decided to be promoted.

The two additional projects selected last month were Equinor’s’Empire Wind 2 Project (1260MW)’ and’Beacon Wind Project (1230 MW)’.

These projects were selected by the New York State Energy Research and Development Authority (NYSERDA) through competitive bidding, and signed contracts to purchase Offshore Renewable Energy Certificates (ORECs) with developers. It will be conducted in a manner of signing.
