Together with the Democratic Party’s representative Lee Nak-yeon, a month before the end of his term of office, he recently launched a plan for a new welfare system. In an interview with the National Assembly on the 5th, he cited the process of dealing with the’Severe Accident Corporate Punishment Act’, which was attacked by both the labor and business circles as the most difficult moment as the party representative. In addition, he explained that his proposal to discuss both screening and universal payment methods for the 4th disaster subsidy was “to increase the predictability.” In order to increase voluntary participation in the’Profit Sharing System’, the company announced that it is reviewing a plan to increase the corporate tax credit rate as the contribution to the Social Solidarity Fund increases and to link it with the evaluation of ESG (environmental and social governance), a sustainability index.
―I have been insisting on the selective payment of disaster subsidies, but I also asked to discuss the payment of all citizens. Have you changed your position?
“It is not a change of position. All citizens said they would look at the corona trend and check the payment timing. It is not a change in the big frame.”
―Does this mean that the additional revised (additional) budget is for selective payment and for all citizens, and the payment timing is different?
“It should be discussed as well. It’s three chunks. First, how are you going to do the most urgent disaster support? Second, if the (operating) loss compensation system is established (legally), how will the compensation or support be provided accordingly? Third, after the corona has subsided, what will be done with the national support fund to boost domestic demand? It can contain all or only part of the supplementary text. Let’s keep it open and discuss.
―Some say that screening support will be provided first, and all citizens will be able to pay later.
“It is desirable if it happens simultaneously, but the corona situation is difficult for anyone to predict. If we put three chunks at once and discuss them and report them to the public at once, the predictability will be higher.”
-It seems that an emergency financing method is needed.
“There are two ways to raise funds: issuing government bonds and restructuring expenditures. We have to discuss how to combine the two.”
―Why do you think Deputy Prime Minister Hong Nam-ki opposes publicly regarding the disaster subsidy?
“I couldn’t take a deep look, but the President said that he could think of supporting the whole people in terms of comforting the people. I don’t have a guess in my head, but it’s not appropriate to say.”
―I know you are close to Deputy Prime Minister Hong.
“I made two calls. I told my story, and Deputy Prime Minister Hong also spoke to me. It is not polite to introduce the contents of a private call.”
―In relation to the Social Solidarity Fund proposed for the purpose of resolving Corona 19 inequality, did you make a statement about your intention to contribute to the fund, or are there any industries you have in mind?
“I do not intend to force it by pointing to the industry. I’m not talking with the financial sector, but I know that there is a discussion on its own.”
―Would you need incentives to attract participation?
“I think of two things first. One is the expansion of tax credits. Another is SG investment. In the case of corporate tax credit, we are considering raising the deduction rate to 20%, and raising the incentive (stepwise) when the contribution increases.”
-When I was in the Jeonnam branch, I made a pledge to make an undersea tunnel. Some point out that it is excessive that the Democratic Party criticized it as’pro-Japanese’ and’transfer act’ for the commitment of the people’s power to the Korea-Japan undersea tunnel.
“First of all, Japan is not interested in Korea-Japan submarine tunnels. One side is not interested, but I don’t know why we only repeat this problem. (It seems that the pro-Japanese controversy has been raised) is likely to react like that before the election.”
-In the Seoul mayoral by-election, if the opposition candidates unify, the Democratic Party is forecast to be difficult.
“It was a cautious election from the beginning. Since unification is a change in the elections, it seems that we will be overwhelmed. I will fight a bout over an attractive vision.”
―Which is more difficult, the prime minister or the party representative?
“The representative is much harder. With politics, there are always unexpected things and many considerations. It is not a place where you can only say what you want to say. And reporters choose only those that are difficult to say and ask. ”
―The representative job will be over next month. What was the hardest thing?
“It is difficult to do something like the severe disaster punishment law. Because you get beaten from both. It is worthwhile that the ruling and opposition parties have settled the agreement and the new system was launched. Even those who were disappointed at first also said that it was fortunate to meet personally and thanked them. Now it must be filled. We quickly launched the establishment of the Occupational Safety and Health Administration, and I think the opposition parties can agree.”
Representative Lee Nak-yeon’s defense… “The press is too hasty to demand conclusions”
Although Lee is a reporter and is brighter than anyone else in the physiology of the media with his life as a spokesperson, it seemed that the media’s demand for him to come up with alternatives and positions to’as a presidential election runner or as a representative of the ruling party’ seemed to be burdensome. Throughout the 40-minute interview, complaints about the media were expressed. When asked for specific methods, such as issuing government bonds and restructuring expenditures as a method of raising enormous additional financial resources, he replied, “We need to consult,” and “If you compare it to a long jump game, you are standing at the goal point before it begins to help.” When I asked which of the prime minister and the party representative was more difficult, he said, “I am the party representative. In politics, there are always many unexpected things and a lot of considerations.” “It is not a place where you can only say what you want to say. If you don’t answer (say you don’t say), frame it.” When asked what is the leadership strength of’politician Nak-yeon Lee’, he said, “What strengths are there? I am learning a lot and have a lot of deficiencies.
