The Japanese media reported on the 7th that the US Joe Biden administration is promoting the first summit of the’quad’ (four-party security conference) involving the United States, Japan, Australia and India. The quad has been held twice so far in the presence of foreign ministers from four countries, and is the first to promote a summit. The newspaper said, “The summit is aimed at confirming the alliance toward the realization of a’free and open India-Pacific’ with China in mind, which seeks to change the status quo. The Biden administration publicly announced that it would inherit the “quad” that was created during the former Trump administration, and then pushed for a summit meeting, giving it a very strong atmosphere. White House National Security Adviser Jake Sullivan, who is at the core of Biden’s government’s diplomacy and security, said at a meeting of the US Peace Research Institute on the 29th of last month, “We will inherit and develop the form and the way the quad works.” It will be the basic foundation for building.” President Biden also agreed to strengthen cooperation on Quad in a telephone talk with Japanese Prime Minister Yoshihide Suga on the 28th of last month. He said that when the summit is concluded, the focus will be to discuss China’s response to maritime advances. In addition, human rights issues in China such as Hong Kong and Xinjiang Uighur and Corona 19 issues are expected to be addressed. However, regarding the strong solidarity of the Quad, there is a temperature difference between the four countries, so it is predicted that coordination is necessary until the final event. Reported that “India showed a willingness to avoid a situation that was too irritating to China, and thus showed a passive attitude even at the meetings of foreign ministers of the four countries.” The newspaper cited an official from the Japanese government and said, “The situation is examining the reaction of India to the summit.” He also diagnosed that “the United States has appealed to each country to hold a quad summit, but it depends on India’s response, which is a little distanced from the other three countries in its policy toward China.” The quad was first held in New York, USA in September 2019, and it was agreed to regularize at a meeting held in Tokyo, Japan in October last year.
