In accordance with the government’s announcement of real estate supply measures, public institutions will be able to participate in existing maintenance projects such as redevelopment and reconstruction. The government has not yet disclosed its specific location and volume.
According to the Ministry of Land, Infrastructure and Transport on the 5th, the government has created a new type of maintenance business model in which the project is directly managed by public institutions rather than cooperatives in order to expand the supply of urban housing through redevelopment and reconstruction. Public institutions such as Korea Land and Housing Corporation (LH) and Seoul Housing and Urban Corporation (SH) will directly implement the maintenance project.
Through this, a total of 136,000 units, including 93,000 units in Seoul, 21,000 units in Gyeonggi-Incheon, and 22,000 units in local metropolitan cities, will be supplied for five years. Existing redevelopment or reconstruction is promoted on the premise of the establishment of a cooperative, but this project is directly implemented by public institutions with the consent of the residents.
Where there is an existing maintenance cooperative, the implementation of maintenance projects of public enterprises begins at the request of a majority of the members. In areas where there is no association, the majority of owners, such as land, can apply and obtain consent of at least two-thirds within one year. When the project is promoted, the general meeting of the union or the procedure for approving management disposition is omitted, and an integrated deliberation by local governments is applied. In this case, the government predicted that the maintenance project, which took more than 13 years, could be completed within five years.
There is growing interest in the industry about where the candidates will be. Some observers have also suggested that candidate sites may come out of areas that were previously excluded from the Seoul public redevelopment pilot project competition. The project is scheduled to be announced for the second time in March, but it is observed that it may be included in this supply plan.
First is Seogye-dong, Yongsan-gu. Seogye-dong has been marginalized from development in the meantime, despite its excellent location facing Seoul Station. It was designated as a candidate site for New Town in 2007 and redevelopment was blowing, but it was lifted from New Town due to the amendment of the Urban and Residential Environment Improvement Act in 2012, and from 2017, urban regeneration projects that focus on improving the residential environment are being promoted.
Dongja-dong Huam District 1 is also one of the candidate sites in Yongsan-gu. This project site has a total area of 4,4993m2, and is close to Seoul Station of Subway Lines 1 and 4. According to the station area high-density development plan, 700%, which is far higher than the existing floor area ratio of 250%, can be applied. Huam District 1 has been able to construct only up to 18 stories and an average of 12 stories (90m) due to regulations to secure the Namsan view area.
Jangwi-dong, Seongbuk-gu, is also likely to belong to this candidate. Jangwi District 9 is a place where redevelopment projects have been started. The project was sluggish after obtaining permission to establish a union in 2008, and it was canceled from the maintenance area in 2017. Jangwi District 12 was lifted from the maintenance area in 2014 before that, but it is attracting attention as a hojae area as the recent metropolitan area express railroad (GTX) C line, the Northeast line light rail business connecting Wangsimni to Sanggye Station, and the complex transfer center project were promoted.
The redevelopment project in Ahyeon-dong, Mapo-gu, is also considered a promising development site. Of these, Ahyeon District 1 has a maintenance area of 1.05 million 690 square meters, and is located between Ahyeon Station on Subway Line 2 and Aeogae Station on Line 5. Ahyeon District 1 is currently in the stage of designation of a maintenance area. The estimated floor area ratio is only 270%. In addition, Shinwol-dong, Yangcheon-gu, and Hongje-dong, Seodaemun-gu are among the major candidates.
An industry insider said, “We will know the results only when they come out, but as Yongsan, Mapo, and Seodaemun did not appear in the public redevelopment contest that was previously conducted, there is a possibility that they may be considered candidates for the government’s public maintenance projects.
