There was a time when the actions of’Politician Park Young-seon’ had a considerable influence on’Politician Moon Jae-in’. There were times when he stood on the other side and launched a fierce attack, and there were times when he joined hands after dramatic reconciliation. After the Moon Jae-in administration was inaugurated, he became Minister of Small and Medium Venture Businesses, staying for 654 days and ascending to the position of’longevity minister’. On the 26th of last month, I met him in the studio on the 2nd. Former Minister Park said, “I have never hated President Moon Jae-in. My heart has always been the same.”

No inscription, my heart is always the same

―I had a long time to run for trouble. Why did you do that? “At the time, there were many urgent situations in the mid-term. The support fund had to be executed without a hitch, and the production of patented syringes for vaccination was also required. Negotiations were also underway because Modena wanted to build a factory in Korea. If I quit, I had to hand it over to someone, so it took time to finish.” ―For such a situation, did you have a desire for former Deputy Prime Minister Kim Dong-yeon to run instead? “It is true. I met and persuaded me, and I was interested. Up to 90% decided to run, but by the time of the last decision, the (Democratic Party) situation did not improve a lot. It could be in the form of’it seems like it will fall, so let someone else go out’. It was a new challenge, but I felt sorry if the result was not good. I thought,’You don’t have a choice.’ The final decision was made in mid-January.”

―I am running for the third mayor of Seoul, but the period from decision to run is too short. Isn’t it insufficient? “I majored in urban geography at university. Like leisure life, I thought about the city for a long time. I also wrote a book called. I can confidently say that the time of accumulation was more than the other candidates.” -He served as a minister in the Moon Jae-in administration, but some rate it as an’inscription politician’. “There was such criticism at one time. I don’t think so. My heart has always been the same. During the 2012 presidential election, candidate Moon sometimes regretted not listening to me. The relationship between people is a relationship that is deeply understood by repetition. I am very grateful for being a minister. I think you gave me a good opportunity. It will be of great help to the administration of Seoul. Small business owners, venture companies, and startups are very happy to meet. (For the Seoul city election) I didn’t know it would help like this. (Laughs)” ―What did candidate Moon Jae-in give during the 2012 presidential election? “(At that time) when I decided on the last campaign schedule, I insisted that I have to take a picture of Busan and come to Seoul to finish. But after taking a picture of Seoul, he went down to Busan. I was very upset. I just protested that it shouldn’t be.” ―In a recent interview, he said that he avoided the phone call because he was sorry for candidate Moon during the 2017 presidential election, and he was relieved of his sadness after receiving the third call. “The story is a bit long. It would be nice to just say,’I guess that happened’. (laughs)” ―Do you have confidence in winning the contest against another Democratic Party candidate Sang-ho Woo? “I’m running for the third time, and candidate Woo’s every second run.”

21 minutes compact city, can it be led by a pavilion?

―The representative pledge is the ’21 Minute Compact City’ to reorganize Seoul into 21 multi-nuclear cities. Since workplaces are concentrated in a specific area, it is not possible to become a multinuclear city. Is it possible to disperse workplaces with the will of Seoul City? “(Interrupting) it is possible. The current city is a New York City model 100 years ago. The city was divided into commercial districts and residential districts. At that time, the city was divided around roads because it was a period of passing from carriage to car. Now it is moving from cars to self-driving cars. The concept of the road is bound to change. It is moving from face to face with corona 19 exploding. It is an inevitable fate that has no choice but to go from centralization to multinuclearization. Real estate, environmental and small business problems can all be solved.” ―Even if he is re-elected as mayor of Seoul, his term of office is five years. Is it possible in it? “I can make a model in one year and two months. I have Yeouido in mind. All 21 are possible within 5 years. Just as there is the Eiffel Tower when you go to Paris, and when you come to Seoul, there will be a vertical garden city (the core concept of the 21-minute compact city). I will make Seoul the model of the city for the next 100 years.” ―Rep. Sang-ho Woo criticized that’If Seoul has 25 autonomous districts, and attempts to reorganize it into 21 multi-nuclear cities, it could lead to conflict between autonomous districts. “The 25 are only administrative districts. Based on the population of 500,000 people, various support measures must be deployed across the city.” -He said he would respect private reconstruction and redevelopment. This is the biggest difference from Rep. Sang-ho Woo. Rep. Woo opposes, saying that allowing Gangnam reconstruction would stimulate apartment prices across Seoul. “It’s not wrong. However, I believe that Gangnam-do reconstruction and redevelopment should be partially allowed based on principles. Currently, apartments are tailored to the ‘1980s residential culture and a nuclear family of four’. The proportion of single-person households in Seoul exceeded 35%. It will be over half soon. The structure of the apartment should also be changed to focus on one or two people. However, supplementary measures are needed. Redevelopment and reconstruction with the concept of public community must be done.” ―What does it mean specifically to include the concept of a public community? “For example, when redeveloping and rebuilding, the city can build a public library. The value of the apartment will more than double. If the cooperative builds a library, the apartment sales price will increase too much. The city builds it, and instead, the cooperative provides an apartment community space for the community. Great reconstruction and redevelopment are possible by exchanging ideas.” ―How do you evaluate Congressman Woo’s pledge to build a public housing on North Gangbyeon-ro? “The’publicity of the view’ is also important. The riverside must be built on a low floor so that many citizens can see the scenery. The more you go outside the river, the higher you have to build.”

Loss of small business owners, insurance can compensate

-He was the minister of the Ministry of Small Business and Commerce. In a recent interview, you said that insurance can be used to compensate small business owners’ operating losses. “The National Assembly was trying to solve it with finances, but it would cost too much. The Small and Medium Business Federation has a’yellow umbrella’, a small business and small business man-made system. It’s a kind of insurance. If the government supports half of the deductible (insurance), it is possible to compensate for operating losses without investing a lot of finances. It plans to form an additional KRW 1 trillion in special guarantees to the Seoul Credit Guarantee Fund. By utilizing this, we can provide interest-free loans to small business owners through commercial banks.” ―As the Yellow Umbrella Mutual Aid Association is a kind of insurance, is it not possible to apply retroactively? “The principle is yes. However, the detailed enforcement regulations can be revised so that retrospective application is possible only during periods when there is no state support.” ―Because it was a by-election that was held for the sex of the former mayor, there was a theory of female candidates. What do you think? “I have been working since I was 21 and went to the National Assembly at the age of 44. I saw a lot of women who were hurting and living as if nothing had happened. It is lonely and painful to be without anything. It should never happen again. I think the symbol of a female mayor of Seoul can significantly solve this problem.” -He said he would make Seoul happy for women when it becomes a mayor. Do you have a specific policy? “The law was revised to include one male or female on the board of directors. I really want to apply it to the subsidiaries of Seoul to help women enter society.” ―In 2016, I suffered from remarks against homosexuality. The former mayor pledged to enact the Seoul citizens’ human rights charter but failed to keep it. Are there any related commitments? “I think the times are changing a lot inclusively.
