It was confirmed that the prosecutor Moon Hong-seong of the Suwon District Prosecutor’s Office, who is investigating the suspicion of the illegal departure ban of Kim Hak-e’s former Vice Minister of Justice, has evaded the investigation command. It is intended to be fair in relation to the suspicion of external pressure from the Anti-Corruption Power Department of the Supreme Prosecutors’ Office in 2019. At the time, Prosecutor Moon served as a senior researcher at the Department of Anti-Corruption and Strength at the Great Sword.

According to law enforcement officials on the 3rd, Prosecutor Moon decided to evade the investigation branch last month after the suspected illegal withdrawal of Kim’s illegal withdrawal case was redeployed by Suwon District Prosecutors’ Anyang District to Suwon District Prosecutors’ Office. Currently, five prosecutors are investigating this case, including the third chief of detective Lee Jeong-seop.

An official at the prosecution said, “Suwon District Prosecutor’s Office is not involved in the investigation immediately after receipt of additional cases in order to conduct a fair investigation as there may be a concern of a conflict of interest in the case.”

Accordingly, Prosecutor Moon does not receive any reports on the investigation. The investigation is led by the Second Deputy Prosecutor Songgang Suwon District Prosecutors’ Office. It is said that it is promising that Deputy Prosecutor Song Song will directly report the results of the investigation to the Supreme Prosecutors’ Office.

In 2019, the reporter who was presumed to be a prosecutor or investigator at the Anyang District at the time filed an additional public interest report to the National Rights Committee on the 20th of last month, raising the suspicion of the investigation of the anti-corruption department at the Supreme Prosecutors’ Office. Earlier, he submitted a public interest report stating, “In March 2019, prosecutor Lee Gyu-won of the Supreme Prosecutors’ Past Photographic Investigation Group requested an emergency ban on departure from former Vice Minister Kim by writing down a false case number and internal investigation number.”
