EBS insisted that a license fee of 700 won was required to perform its official duties.
EBS said, “We have prepared a framework for reinforcing mid- to long-term public responsibilities that are necessary to carry out new public responsibilities that are suitable for different times. “Reduction” and “Expanding lifelong education tailored to each life cycle,” he said.
EBS said, “As a result of calculating the financial demand plan in order to carry out EBS’s official duties, it was found that a license fee of 700 won was required,” and said, “It is 18.2% of the 3840 won announced by KBS.”
EBS emphasized the need to increase the license fee distribution ratio, taking overseas public broadcasting as an example.
Overseas public broadcasters account for more than 70% of the total budget, including the BBC’s 75.4% and Japan’s NHK 98.1%, but EBS’s license fee accounts for only 6.2% of the total financial resources.
EBS also pointed out the structure in which EBS opinions are not reflected as a problem when determining the distribution of license fees. According to the Broadcasting Act, the license fee is deliberated and resolved by the KBS board of directors and determined by the National Assembly after review by the Korea Communications Commission. KBS is also responsible for charging and collecting the license fee. EBS is a structure in which opinions cannot be expressed.
EBS insisted that a license fee committee (tentative name) should be established to calculate a reasonable license fee.
EBS said, “In the case of Germany, the’Broadcasting Financial Demand Investigation Committee’ (KEF) is operated to objectively deliberate on the financial demand plans of individual public broadcasters, and then calculate the license fee rationally.”
The license fee is deliberated and resolved by the KBS board of directors, and is confirmed by the National Assembly after review by the Korea Communications Commission. In the past, in 2007, 2011, and 2014, a proposal to adjust the license fee was submitted to the National Assembly, but it was rejected due to the expiration of the session without approval.
