Commissioner A is the general manager of the Incheon International Airport immigration site. There are also claims that the information analysis and public officials of the Incheon International Airport Administration, who recognized that former Vice Minister Kim had entered the departure hall at the time, skipped Commissioner A and went directly to the immigration headquarters of the Ministry of Justice. With this, it is interpreted that Commissioner A would not have wanted to intervene in the process because he recognized the illegality of the measure. However, it seems that Commissioner A was not excluded from the investigation line because it is also a position to receive the report and take responsibility.
