Land compensation for the 3rd new town will be shortened. According to the Ministry of Land, Infrastructure and Transport on the 24th, fast track was applied to the establishment of district plans and parallel compensation for land in the third new city, reducing the compensation start period by more than 10 months from the average.

From designation of district to commencement of compensation, Seongnam Pangyo, the second new city, took 24 months and 30 months for Wirye, but Hanam Gyosan, the third new city, is expected to take an average of 17 months, including 14 months and 14 months for Incheon contract. Namyangju Wangsuk, Hanamgyosan, and Incheon Gyeyang are in the process of compensating after a compensation announcement in August last year, and Goyang Changneung and Bucheon Captains plan to announce compensation in the first half. Namyangju Wangsuk, Hanam Gyosan, and Incheon Gyeyang prepared a district plan last October, and plans to be finalized in the first half of this year. Goyang Changneung and Bucheon chiefs are preparing a district plan with experts in each field such as city, architecture, and transportation, and they plan to finalize it by the end of this year.

The government plans to implement a pre-subscription system to supply 3rd new towns one to two years ahead of this subscription, shortening the housing supply period by an average of 57 months compared to the existing new towns, and providing early supply. Pre-subscription will be implemented starting with Gyeyang, Incheon in July, and 30,000 units will be placed in public housing areas in the metropolitan area such as Namyangju Wangsuk 2, Namyangju Wangsuk, Hanamgyosan, Goyang Changreung, Bucheon Daejang, etc. Early supply is provided, and the remaining 320,000 units are recruited for tenants in ’22.

In addition, all traffic measures for the 3rd new city were confirmed. After deliberation by the Metropolitan Area Transportation Committee, the transportation measures of Incheon Gyeyang (17,000 units) and Bucheon Daejang (20,000 units) were confirmed.

In the third new city metropolitan traffic improvement plan, a business plan was established with local governments in order to increase investment in public transportation such as subways to allow commuting to downtown Seoul for 30 minutes, and to minimize trial and error in the project promotion process. After the determination of the metropolitan transportation improvement plan, the major projects will undergo a preliminary feasibility study by public institutions to finalize the project plan, and in parallel with this, it is planned to promote the licensing procedure.

In order to strengthen the connection between the new cities, Incheon Gyeyang and Bucheon Daejang, whose traffic measures were confirmed this time, have been integrated to establish wide-area traffic improvement measures. A transportation network that allows smooth connection to the surrounding railway lines (Lines 5, 7, 9, Airport Railroad, GTX-B, etc.) by installing new transportation means such as S-BRT connecting Gimpo Airport Station-Gyeyang District-Daejang District-Bucheon Sports Complex. To build. In addition, road capacity is secured by expanding National Route 39 (Bolmal-ro), new construction of Gyeongmyeong-daero, and expansion of Ojeong-ro, and the accessibility of wide-area traffic is reinforced by improving the connectivity between roads.

The Ministry of Land, Infrastructure and Transport has announced the location and prepared transportation measures to minimize transportation inconvenience when moving into the 3rd new city, and decided on traffic measures at least 16 months earlier than before. In Gyosan, Hanam, construction of an urban railroad between Songpa and Hanam is being promoted. For urban railroads, the key is whether to connect subway line 3 or 9 in the direction of Seoul, and currently, weight is placed on the way to connect with line 3.
