The Ministry of Employment and Labor announced on the 24th that it will announce the’Comprehensive Plan for Labor Supervision for 2021′ on the 25th.
The comprehensive labor supervision plan sets the basic direction and contents of labor supervision conducted by labor inspectors nationwide this year. It will be implemented in earnest through local labor offices nationwide from February.
◆ Regular supervision, advance self-improvement → post-site inspection in order
First of all,’regular supervision’ is conducted in the order of self-improvement in advance and subsequent on-site inspection targeting workplaces that are employed by the vulnerable. Regular supervision is a labor supervision conducted regularly according to the labor supervision plan established at the beginning of each year.
In particular, regular supervision aims to prevent violations of the law to protect the vulnerable, such as essential workers, irregular workers, foreigners, and service workers in the public sector. For example, in order to improve the working environment of foreign workers, comprehensive preventive inspections are conducted at workplaces employing a large number of foreigners in the agricultural and fishery sectors. In order to prevent long-term work, regular supervision is carried out around workplaces with 300 or more employees.

The’frequent supervision’ focuses on minimizing blind spots to protect the labor law and eradicating recurring and habitual payments. In addition to regular supervision, occasional supervision is a labor supervision focused on industries and fields with a weak working environment.
First, we plan and implement labor supervision by focusing on industries and fields that have weakened the working environment due to the corona 19 effect. For example, call centers that raised the need to improve the working environment such as not giving breaks as essential workers, entertainment agencies with poor working conditions despite the field favored by young people, and broadcasting production sites in poor working conditions will be reviewed first.
In addition, local labor offices also plan labor supervision by reflecting local reality and discovering vulnerable industries and fields. If a number of violations of the law are confirmed, it will be expanded and implemented nationwide. As the Corona 19 situation continues, labor supervision is also conducted at workplaces where there is a risk of recurring and habitual payment of wages. Target workplaces are those that have made arrears of wages three times or more within the last 1 year.
◆ Special supervision, proceeding without exception… Incident investigation and organizational culture improvement
‘Special supervision’ takes place without exception. Special supervision is a labor supervision conducted for workplaces that have caused social controversy due to serious violations of the law.
First of all, the company plans to expand special supervision without exception to workplaces that have caused social criticism due to violence against workers, habitual verbal abuse, workplace harassment, and sexual harassment. The special supervisor conducts in-depth supervision over the entire labor relations law, and also conducts investigation of the case and improvement of the organizational culture for workplaces that have caused social controversy through assault or bullying.

The labor management guidance aims to reinforce customized prevention guidance for small businesses that are difficult due to Corona 19. Labor management guidance refers to the provision of customized preventive guidance by labor inspectors for small workplaces with weak labor management.

In particular, from this year onwards, in order to more effectively remedy workers’ rights, if there are a large number of victims or reports are repeated without implementing the improvement recommendations, it will be linked with labor supervision. For new job types such as platform workers, we minimize the blind spots to protect the labor law by closely scrutinizing the field situation, such as surveys, in order to strengthen the provision and protection of fair order in the market.
At the same time as the announcement of this comprehensive plan, it suffers from local labor offices nationwide, and will be implemented in earnest from February.
