On the 21st, prosecutors investigating the ban on departure from the former Vice Minister of Justice Kim Hak-eui, a controversy over the illegality, conducted a full-scale seizure and search of the Ministry of Justice.

This seizure search was carried out just a week after the prosecution established an investigation team, and it is predicted that the summons of persons involved in the case were also counted as a result of the forced investigation.

The Suwon District Prosecutor’s Office issued a seizure and search warrant against the Office of the Inspector General of the Ministry of Justice, the Office of the Head of Immigration and Foreigners Policy, Incheon Airport Immigration and Foreigners Office, the Planning and Coordination Department, and the Fair Trade Commission from 10 am on the same day.

The FTC is the place where the prosecutor of the Past Photographic Investigation Team of the Great Swordsman Gyu-won Lee (41, 36th Judicial Research and Training Institute), the center of this suspicion, is dispatched. Targets for seizure and search included the prosecutor’s office and home.

There was no official announcement by the prosecution about the locations of the seizure and search, but there are at least 6 to 7 locations that the reporters have confirmed so far.

The prosecution decided to end the situation at 8 PM and resume the search for seizure tomorrow, as it took a considerable amount of time to forensics some of the confiscated material from the Ministry of Justice.

In the seizure search that day, the prosecution is known to have secured several important clues regarding the emergency withdrawal of former Vice Minister Kim.

In the future, the confiscated material will be analyzed and the allegations raised will be confirmed by comparing it with a public interest report containing an illegal act in the process of urgent withdrawal measures against former Vice Minister Kim.

According to the public interest report, public officials at the Immigration Division of the Ministry of Justice at the time inquired 177 times from the morning of March 19, 2019 to the afternoon of the 22nd of the same month, inquiring personal information including the name, date of birth, and immigration control information of former Vice Minister Kim. Reported to the top.

In addition, the former Minister of Justice Park Sang-sang and Cha Gyu-geun, the head of the Immigration Division, approved the request for withdrawal in the morning of the 23rd, a day later, knowing that the prosecutor, who did not have the right to investigate, illegally banned former Vice Minister Kim from using the personal information obtained in this way. It is the claim of the public interest reporter.

The prosecutor is known to have submitted a “emergency withdrawal request” to the Ministry of Justice with the case number that former Vice Minister Kim had been accused of, and after blocking departure, he wrote a “emergency withdrawal approval request” with an internal internal number that did not exist at the time to obtain post-departure approval.

Inside and outside the prosecution, the Suwon District Prosecutor’s Office set up an investigation team of five prosecutors headed by Lee Jung-seop (the 49th and 32nd units) as the team leader on the 14th, a day after the re-arrangement of the case, and then switched to a forced investigation within a week. It is expected that a summons investigation will be conducted on the person involved in the case sooner or later.

It does not correspond to the accused of the public interest report, but including Seoul Central District Prosecutors’ Office Lee Seong-yoon (the anti-corruption chief of the Supreme Prosecutors’ Office at the time), who is suspicious of putting external pressure to stop the investigation, and Lee Yong-gu, the vice minister of the Justice Ministry (at the time, a member of the prosecution’s past investigation committee), and the Ministry of Justice. It is observed that several other personnel, including the prosecutor’s chief (at the time, the chief prosecutor’s office), will also be subject to the prosecution’s investigation.

A prosecution official said, “There are many targets for seizure and search, so we will end the situation today and resume tomorrow,” he said. “Other than that, I cannot tell you that it is a matter under investigation.”
