With the imminent inauguration of the US administration, Joe Biden is drawing attention to see how it will affect the situation on the Korean Peninsula in the future.
In particular, as President Moon Jae-in, who has entered the country’s fifth year in power, has declared his intention to re-implement the peace process on the Korean Peninsula, it is noteworthy whether progress can be made in North and South-North dialogues with the launch of the Biden administration.
According to foreign media on the 20th, US President-elect Biden is scheduled to hold an inauguration ceremony at 11:30 am on the 20th (local time), followed by an oath of office just before 12 pm. According to the U.S. Constitution, the new president starts at 12 noon on January 20th.
The inauguration of the Biden government is expected to be an important opportunity for President Moon to re-implement the Korean Peninsula process above all else.
President Moon also said at a New Year’s press conference the day before (18th), “I think that the launch of the new US administration government in Biden has prepared a momentum to start a new dialogue between North and South America.”
After the North-South Summit in Hanoi in February 2019, which ended in a’no deal’, the relationship between the two Koreas as well as North Korea has remained in a stalemate.
Accordingly, President Moon is expected to endeavor to promote dialogue between the two Koreas and North Korea with the inauguration of the Biden government.
To this end, it is expected that President Moon will first focus on building trust and ties with Biden-elect through an early summit meeting and forming a consensus on the issue of the Korean Peninsula.
In particular, it is predicted that President Moon will focus on enhancing the Biden administration’s understanding of the’Peace Process on the Korean Peninsula (Declaration of the End of War → Signing a Peace Agreement → Permanent Peace System)’, which is his policy toward North Korea by utilizing various communication channels between the United States. .
President Moon’s appointment of former National Security Officer Eui-yong Eui-yong to the new Minister of Foreign Affairs on this day is read as a stone with this in mind.
At a press conference, President Moon said, “If the goal we must achieve is denuclearization, and if denuclearization is fully realized, then it is the process of normalizing relations between the United States and the United States as peace is fully established through a peace agreement system between North and South Korea, or between the three parties.” The (End of War Declaration) can be a very important momentum in the process of dialogue on denuclearization or in the dialogue of peace building leading to a peace agreement. When Biden’s administration is launched, we explain our concept to the US through various communication. And I will try to persuade it.”
President Moon stressed that if the Biden government will engage in talks with the United States in the future, the starting point should be the’Singapore Declaration’ agreed by President Donald Trump and North Korean leader Kim Jong-un.
President Moon said, “The Singapore Declaration issued by the Trump administration was a very important declaration for denuclearization and peace building on the Korean Peninsula.” “We will be able to continue dialogue and inter-Korean dialogue.”
Furthermore, it is expected to focus on strengthening cooperation between the leaders of the ROK and the United States through cooperation on various issues such as climate change response.
President Moon said, “Because there are many issues that can cooperate between Korea and the United States, I would like to expand cooperation on that part,” said President Moon. “I want to expand the various values of Biden’s new government, multilateral principles, alliance-oriented principles I think there are a lot of similarities in the keynote with the Korean government in terms of. In some ways, I think there are some points that the code fits.”

However, there are not many mountains to cross. Most of all, the Biden administration has a lot of domestic problems such as responding to the new coronavirus infection (Corona 19) and resolving internal conflicts, so there is a possibility that North Korea and other Korean peninsula issues will be subordinated.
In addition, the diplomatic and security lines joining the Biden administration, such as Tony Blincoln’s candidate for the Secretary of State and Wendy Sherman, are generally “North Korea Tong”, but emphasizes a phased approach and strong sanctions against North Korea to bring North Korea to the dialogue table. The fact that it is filled with characters cannot be excluded from the possibility that it will act as an obstacle to the progress of the dialogue between the United States and the United States.
Regarding this, President Moon said, “It is true that the Biden government has a lot of other problems, and it may take a little time for the Biden government to take a full-fledged diplomatic move because of the coronavirus situation.” “I don’t think we’ll postpone solving the problem to the second place, because the Trump administration’s achievements are consistent, so the Biden administration will have the same perception as to the necessity of those achievements.”
President Moon also said, “Some people are concerned that it will take time for the Biden administration to set the direction of foreign policy, but first of all, Biden was the chairman of the Foreign Affairs Committee in the Senate in the past, and as Vice President in charge of diplomacy, He said, “The people who form the security line of the Biden administration are generally well versed in the Korean peninsula issue, and they agree with the way of solving the problem through dialogue.”
There is also the possibility of North Korea’s provocation. Chairman Kim Jong-un declared on the 12th at the closing ceremony of the 8th Party Congress on the 12th that “we must do everything we can to develop the strongest military power while strengthening nuclear war deterrence.”
In particular, North Korea is also likely to conduct a’strategic provocation’ to attract the Biden government to the negotiation table early.
President Moon sent a message urging him to refrain from provocations, saying, “I believe that Chairman Kim’s will for peace, for dialogue, and for denuclearization is clear.”
