In the revised bill, to expand housing supply through high-density development in the station area, the floor area ratio for residential areas was reduced to a maximum of 700%, and measures were prepared to prevent difficult development in non-urban areas.

Under the National Territory Planning Act, complex-use development that combines residential and commercial functions in a station area among district unit plans could only be designated in semi-residential, semi-industrial, and commercial areas. General residential areas in the station area where an active housing supply was possible were not allowed. In addition, in general residential areas, the floor area ratio can only be reduced by a maximum of 400 to 500% according to the law, so there is a limit to high-density development in the station area.

Accordingly, when the general residential area is included in the designation of the district unit plan area for the station area complex use development area, and the general residential area is changed to a quasi-residential area by the district unit plan, the floor area ratio can be reduced by up to 700%. Of the 300 railway stations in Seoul, there are about 100 stations located in general residential areas, which are a third of the total, and include Yeoksam Station and Seoul National University Station. When it is changed to a semi-residential area, a multi-purpose building with up to 50 floors can be built.

Part of the increase in land value due to the reduction of the floor area ratio was required to accept donations through public rental housing, etc. in accordance with the ratio determined by the ordinance. In order to increase the floor area ratio, the height restrictions for securing mining, etc. under the Building Act will be relaxed by up to two times so that there is no problem in the application of the sunlight right regulation.

This system will be implemented three months after the date of the promulgation of the revision of the enforcement decree.

It is obligatory to allow the establishment of factories in the planned management area only when the local government has established a growth management plan in advance.

This system establishes plans for the installation of infrastructure and the use of buildings in areas with high development pressure, and allows only appropriate development activities.

In the planning management area of ​​the non-urban area in the metropolitan area and large cities, both houses and factories can be built, resulting in a mixture of residential areas and factories. As a result, residents of the village were infringed on their health rights due to environmental pollutants generated in factories, and suffered inconveniences in life due to lack of infrastructure.

Considering the period of time it takes for the local government to establish a growth management plan, it was decided to leave a grace period of 3 to 7 years from the date of promulgation of the amendment.
