[세종=이데일리 이명철 기자] In order to provide housing to stabilize the real estate market, the government will supply 30,000 households in the second half of this year in the 3rd new city and promote the projects of 8 candidate sites for public redevelopment. Seoul will complete the construction of public housing for 1699 households in Yangwon district and expand the supply of housing utilizing station areas. It is judged that it is possible to supply more than 15,000 households only through public maintenance and 22,000 additional households by 2025 through the development of the station area.

Supply of 30,000 households in the second half of new housing sites such as Incheon Gyeyang

On the afternoon of the 18th, at a joint briefing on the real estate market held at the Gwanghwamun Government Complex in Seoul, the government announced the current status of the housing supply plan.

According to the Ministry of Land, Infrastructure and Transport, the 3rd new cities (Namyangju Wangsuk, Hanamgyosan, Incheon Gyeyang, Goyang Changneung, Bucheon Daejang) are in the process of establishing a district plan with the goal of finalizing the district plan within the year.

In the case of Hanam Gyosan and Incheon Gyeyang, they plan to start compensation for land at the end of the year. All measures to improve metropolitan traffic to commute to downtown Seoul were also confirmed.

The new housing site with a scale of 48,000 households announced by the government through the housing welfare roadmap, etc., has completed the establishment of the district plan and is undertaking sequential construction. Accordingly, 6300 households in the Guri-galmae Station area, etc. are planning to apply within this year.

Most of the new residential sites in the city center, such as Yongsan Maintenance Window, Taereung CC, and Gwacheon Office, have also begun development plans and are in consultation with related organizations and local governments.

“Starting with Gyeyang in Incheon in July, Namyangju, Seongnam, Uiwang, etc. will provide advance subscriptions in order to supply 30,000 homes in the second half of this year and 32,000 homes next year,” said Kim Hong-jin, head of the Ministry of Land, Infrastructure and Transport. We will continue to discover new housing sites so that additional housing can be supplied at any time, while doing our best to ensure timely supply.”

For public redevelopment, the government and Seoul City selected and announced eight candidate sites last week. The establishment of the maintenance plan and designation of implementers are completed within the year, and additional candidate sites will be selected and announced in March.

Seong-bo Kim, head of the Seoul Housing and Architecture Headquarters, said, “All eight candidate sites for public redevelopment are near the station area, where projects have been stagnant for more than 10 years.”

The results of the preliminary consulting conducted last week for public reconstruction also showed that 1.5 times more houses were supplied and residents’ contributions were reduced by 35% due to deregulation such as an increase in the use area. The government will continue to communicate with the pre-consulting response complex to finalize the candidate site, and also promote the second consultation to recruit additional complexes.

Public small-scale reconstruction is also introduced for’mini-reconstruction’ for small complexes with less than 200 households. Director Kim said, “Amendments to related laws and regulations are currently in progress to lay the groundwork for public support, and as soon as it is completed, we will conduct a full-scale pilot project from the second half.” Through this, we can expand the supply of 5,800 houses to 10,000 by 2023. There will be.”

Kim Dong-seon, assistant director of the Financial Supervisory Service, Assistant Director of the National Tax Service, Kim Tae-ho, Head of Asset Taxation Bureau of the National Tax Service, Kim Hong-jin, head of the Ministry of Land, Infrastructure and Transport, Lim Jae-hyun, head of the Ministry of Strategy and Finance, Seong-bo Kim, head of the Seoul Housing and Architecture Division, and Choi Seung-ryul, the head of the investigation department of the National Police Agency (from left above), were held at the Sejong City Government Complex on the afternoon of the 18th. Supplied to SH public pre-sale and equity-equipped pre-sale housing

It also promotes measures to alleviate the jeonse crisis and vitalizes the supply of housing in the station area.

First of all, 19,000 households of public leases, which were vacant, were supplied to existing targets in a charter type, and 20,000 households are scheduled to be supplied as a charter type by easing income and asset standards.

From the 18th, the nationwide integrated tenant recruitment application is received for 14,000 households supplied by LH for 3 days. This recruitment amount can be moved in from February and can live for up to 6 years at a price of 80% or less compared to the market price.

The purchase agreement is also being applied to purchase privately constructed houses in accordance with the quality standards suggested by public institutions such as LH and SH. Kim said, “We will quickly finish improving the system so that various incentives such as tax support are provided to construction companies and land owners participating in the purchase agreement.”

In October last year, the Seoul Metropolitan Government completed a change in operating standards to expand the scope of the station area, the target area, and the business method in order to supply houses using the station area.

The target area of the station area has been expanded from 207 to all 307 station areas, and the range of station areas where high-density development is possible has been expanded from 250m to 350m.

Through this, the city of Seoul predicted that it would be possible to supply 8,000 houses by next year and about 25,000 more by 2025.

Equity-equipped pre-sale housing, a new pre-sale housing where end-of-home users with insufficient funds initially purchase a home with little capital and then gradually expand their shares, is currently in the process of legislative process, and detailed standards are being discussed.

First of all, the city of Seoul plans to convert and supply public pre-sale houses provided by SH Corporation into equity-equipped pre-sale houses. A total of 17,000 households will be supplied, including 1150 households by 2023 and 15,900 households in 2028.

Headquarters Kim requested that the government also actively cooperate with the establishment of the system and supply expansion so that equity-equipped pre-sale houses, which can purchase high-quality homes that are affordable to end-users with insufficient funds, are settled early.
