“Preparing for the North Korean Coup” Refutes Seo Hoon to Sherman … Meet Again as Minister

U.S. President-elect Joe Biden officially nominated Wendy Sherman, former Deputy Secretary of State for Political Affairs, as Deputy Secretary of State on the 16th (local time). In addition to Iran’s nuclear weapons, Sherman, an expert on North Korean nuclear weapons, was officially nominated, and a’Korean Tong’ was added to Biden’s next administration.

2016 JoongAng Ilbo and CSIS Forum’Theory of North Korean Collapse’

Candidate Sherman is a person who publicly insisted five years ago that “we must prepare for a North Korean coup.” Seo-hoon, the head of the Blue House National Security Office, who was a civilian at the time, virtually refuted this, but the two are now meeting again as Korean-US ministers.

Candidate Sherman delivered a luncheon speech at a seminar co-hosted by the JoongAng Ilbo and the Institute for Strategic International Studies (CSIS) in Washington on May 3, 2016 (local time). Until now, we have hoped that the Korean Peninsula will remain the status quo, but the current state is no longer sustainable.”

In addition, he urged to prepare countermeasures, saying, “The State party should prepare specific countermeasures against the collapse of North Korea.” They cited examples of how the ROK, US, and Chinese troops will respond if the North Korean regime collapses, how to prevent each military conflict on the Korean Peninsula, and how to deal with North Korean nuclear facilities and materials. In addition, the issue of North Korea-China border issues, refugee issues, US military presence issues, immediate reunification or federal system establishment issues, issues of declaration of end of war, issue of burden of reconstruction costs were also discussed.

Seo-hoon, who attended a separate session, “The theory of North Korea collapse is just an expectation”

It was Seo Hoon who refuted this. Suh, who was a private person who did not hold public office at the time, participated as a debater in a separate session. On the spot, Seo pointed out that “the theory of North Korea’s collapse is close to our expectations,” and “if a policy is established based on the theory of collapse, it is highly likely to fail.” “I understand that there is an expectation for the collapse of North Korea in Washington,” said Seo. However, he refuted that the’collapse theory’ was not realistic in light of his experience of staying in North Korea for two years to build a light water reactor as a representative of the Korean Peninsula Energy Development Organization (KEDO) in 1996. For that reason, “North Korea has no experience in democracy and civil society, has no middle class, and has no awareness of human rights,” he explained, explaining the durability of the North Korean regime.

Clinton Administration Leads North Korean-US Dialogue

Candidate Sherman specifically presented the theory of the collapse of North Korea five years ago, but during the second administration of Bill Clinton, which preceded this, he led dialogue between the United States and North Korea. From 1999 to 2001, he served as the Policy Coordinator for North Korea in the State Department and supported the’Sunshine Policy’ of then President Kim Dae-jung. In 2000, when the first vice-chairman of the North Korean Defense Committee visited Washington, he attended an interview with President Clinton. In the same year, he also visited Pyongyang with Secretary of State Madeline Albright and met with Kim Jong-il, Chairman of the National Defense Commission.

The Barack Obama administration also served as the Deputy Secretary of State for the State Department from 2011 to 2015, which led to the conclusion of the Iran Nuclear Agreement (JCPOA). However, after retirement, he continued to speak hard, emphasizing the importance of sanctions and pressure, nuclear verification and inspection.

Candidate Sherman said, “Korea and China have been struggling with Japan over the issue of’so-called comfort women’,” or “Political leaders abused nationalist sentiment and If you criticize the enemy, you can get cheap applause.” At the time, I heard criticism that it was a statement that lacked historicality to look at the perpetrator and the victim on the same line.
