Along with the fact that the couple of comedians Lee Hwi-jae are known to have a dispute over floor noise with their neighbors in the lower house, the Democratic Party came up with a bill to introduce a punitive damage compensation system and suspension of business for illegal construction companies in order to prevent conflict between floor noise.

Democratic Party lawmaker Yang Kyung-sook announced on the 17th that he had proposed amendments to the housing law. The current law stipulates standards for the structure and facilities of houses, such as facility layout, floor impact sound blocking structure, and structural strength of houses built and supplied by business entities. Accordingly, although the floor thickness construction standards were reinforced as of 2005, Congressman Yang argues that the continuous conflict between floor noises between neighbors due to the unsuccessful construction of apartment houses is being raised as a social issue.

Civil complaints related to interfloor noise surged 61% last year as outdoor activities decreased and indoor dwelling time increased due to the impact of Corona 19. According to the’Status of Receiving Floor Noise Civil Complaints for the Last Five Years’, which Congressman Yang submitted from the Korea Environment Corporation under the Ministry of Environment, the number of inter-floor noise complaints was 42,250 last year, up 61% from the previous year (26,257).

The amendment proposed by both lawmakers requires the evaluation of the performance of the floor impact sound blocking structure of the apartment house before the inspection of the use of the apartment house. In addition, in addition to the work of the supervisor, confirmation that a product with the performance grade of floor impact sound was recognized was stipulated by law, and the penal provisions were reinforced if the supervisor intentionally violated the work.

However, it is unclear whether the amendment will be legalized. This is because it is not easy to reveal the intention of the contractor in the housing construction already under the applicable laws, and the recent inter-floor noise disputes are often affected by the special circumstances caused by Corona 19. Also, it was not clear whether the actual inter-floor noise was caused by illegal construction.

However, Rep. Yang argued that “strong business suspension, punitive damage compensation system, and reinforcement of supervision work for immoral business owners who have harmed tenants will solve the inter-floor noise problem and contribute to the business entity’s compliance with performance standards.” did.
