71 national core technologies such as hydrogen electric vehicles and shipbuilding were designated

Ministry of Industry prepares detailed guidelines on national key technology protection measures
Enacted to protect industrial technology… In case of violation, a fine of less than 10 million won is imposed

[에너지신문] The government designates 71 technologies in 12 fields, including hydrogen electric vehicles, shipbuilding, and semiconductors, as national core technologies, enacts industrial technology protection guidelines, and presents detailed implementation guidelines for each protection measure to be followed to prevent the leakage of national core technologies. did.

On the 14th, the Ministry of Trade, Industry and Energy (Minister Sung Yun-mo) confirmed and announced the’Notice on National Core Technology Designation, etc.’ (revised) and the’Industrial Technology Protection Guidelines’ (enacted) after deliberation and resolution of the 30th Industrial Technology Protection Committee.

National core technology is a technology that is likely to have a significant adverse impact on national security and national economy development if it is leaked abroad.Institutions holding and managing the designated and notified national core technology protect the national core technology. Measures must be taken, and if a foreigner intends to export core state technology or acquire or merge a company with state core technology, a government permit must be obtained.

The government has designated 71 technologies in 12 fields, including semiconductors, display electronics, automobiles, shipbuilding, biotechnology, and information and communication, as national core technologies through this amendment.

Looking at the newly designated and changed national core technology, first of all, the shipbuilding sector was subdivided into the design and manufacturing technology of liquefied gas cargo holds and fuel tanks from the current LNG carrier cargo tank manufacturing technology, and shipbuilding technology for ships over 3,000 tons and onshore. Has been expanded to include ships and marine structures of 3,000 tons or more, and ships and marine structures on land.

In addition, the’manufacturing technology such as re-liquefaction/regasification device, etc.’, which was included in the current ship’s core equipment manufacturing technology (BWMS manufacturing technology, WHRS manufacturing technology, manufacturing technology for reducing air pollutant emission reduction equipment such as SCR and EGCS) Separately designated and increased from 7 to 8.

In the automobile and railroad sector, which maintained the existing nine technologies, a’process’ process was added to the design and manufacturing technology of the hydrogen electric vehicle fuel cell system (hydrogen storage and supply, stack and BOP).

The Ministry of Industry enacted the Industrial Technology Protection Guidelines, presented detailed implementation guidelines for each detail of the national core technology protection measures, and allowed to impose a fine of 10 million won or less if it judged that the detailed implementation guidelines were rejected, obstructed or avoided.

The agency’s implementation guidelines are: △Establishment of protected areas and permission to enter and exit △Assignment of national core technology protection level △Enactment of security management regulations △Relocation management of experts handling national core technology (standard pledge to keep retirees confidential and prohibit competition) △National core technology manager And designation of dedicated security personnel △ Security of communication facilities and means of communication △ Protection of information processing process and result data △ Classification and management of experts handling national core technologies △ Security training for experts handling national core technologies △ Establishment of a system for responding to technology leakage accidents.

Kyu-jong Choi, Minister of Trade and Security Policy Officer of the Ministry of Industry, said that the expansion designation of national core technologies and the enactment of the guidelines for industrial technology protection will protect technology by itself and prevent illegal leakage of national core technologies, which may threaten the national economy or national security. It emphasized that it is the intention to prevent it.
