-Who is the support target for small business owners?
Supporting funds are divided into collective prohibitions, business restrictions, and general business types. If you meet all applicable requirements, you are eligible for application.
There are 11 types of businesses that are prohibited from gathering: entertainment establishments, academies, indoor sports facilities, singing practice centers, direct sales promotion halls, standing performance halls, ski resorts, and sledding grounds. There are 11 types of group-restricted businesses including restaurants, cafes, beauty salons, PC cafes, entertainment rooms, multi-rooms, study cafes, movie theaters, amusement parks, large marts, department stores, and lodging businesses.
In general, 1 million won is paid to small business owners whose annual sales were less than 400 million won last year and their sales in 2020 decreased from 2019. If it opened last year, the annual conversion of sales from September to December 2020 is less than 400 million won, and if December sales decrease from the average monthly sales from September to November, 1 million won will be paid.
-What is the standard for small business owners who are eligible for support fund support?
Based on annual sales, the lodging and restaurant businesses are less than 1 billion won, and the arts, sports and leisure-related service businesses are less than 3 billion won. As of last year, full-time workers should have fewer than 10 employees in some industries (manufacturing, mining, transportation, and construction) and less than 5 in the rest of the business, such as food and lodging.
-Is the support fund paid to all small business owners?
Businesses other than financing policies for small businesses, such as speculative business, lawyers, accountants, hospitals, pharmacies, and financial and insurance related businesses, are excluded from support. However, among businesses excluding loans, entertainment pubs and collages, which are major facilities subject to social distancing, are eligible for support funding. Unregistered businesses are not considered small business owners and are not supported.
-Can I receive duplicate central government and local government subsidies?
Although support cannot be duplicated with the government’s support for the stable livelihood of the underprivileged, it is supported regardless of the local government subsidy.
-Do you pay support funds to beneficiaries of the new desired fund without confirming a decrease in sales?
Beneficiaries who have received the new desired fund are eligible to apply for the support fund. Although sales declined, new desired funds were supported, but this time, if the business falls under the ban on collective or business restrictions, support is provided regardless of the decrease in sales.
-It is a business that is prohibited from gathering and business, but I did not receive a text message, and the online system says that I am not eligible for payment. How did it go?
The group banned and restricted business companies supported from January 11th received a list from the National Tax Service and local governments and confirmed it as the first step. Winter sports facilities and lodging facilities that are subject to special quarantine during the year-end and New Year holidays, and companies that are prohibited from gathering or restricted by local governments are scheduled to receive applications after January 25th. From February 1st, small business owners can apply directly from local governments after receiving a confirmation of business categories prohibited from collective or restricted business.
–Can a special type of worker (special high school) apply for a support fund for small business owners?
Even in the case of special 14 occupations covered by industrial accident insurance, a small business owner holding a business registration card may apply for a support fund.
-Are private taxi operators also eligible for support?
If the private taxi operator has sales of less than 400 million won last year and sales in 2020 have decreased from 2019, it is possible to apply. However, corporate taxi drivers are not eligible for support funding because they are eligible for support from the’Corporate Taxi Driver Income Stabilization Fund’ (Ministry of Employment and Labor).
-Can foreigners and minor business owners receive support?
Foreigners and minors with business registration are also supported if they meet the requirements.
-I have multiple businesses, can I apply for duplicate? What if you run different industries at the same time?
It is supported only for one business per person. In the case of a corporation, only one support is provided under the name of one corporation. If you operate multiple business sites at the same time, you can select one business site with the largest support amount.
-Is only the representative who can apply?
You must apply through the representative’s identification. A corporation must apply with a joint (official) certificate in the name of the corporation.
-What should I do if it is difficult to apply online?
Those who have difficulty using online (elderly, visually impaired, severely ill, etc.) can apply with the help of family members, staff, and small business support center staff. Even in this case, the application must be made in the name of the representative.
-If you receive a text message and enter your business number, it says that you are not eligible for the primary payment.
If you are operating multiple business sites, it may be the case that you entered the business number of a business site that does not meet the criteria for small business owners, or a business site excluding support fund support. Enter the business registration number of another business site.
-Can’t the sales standard be set differently for convenience stores with a high proportion of cigarettes with low margins?
It is difficult to apply different standards for small business owners according to the various industries and numerous items handled.
-The same convenience store, but why are some of them receiving support as a restricted business and some as a general business?
Convenience stores cannot all be considered the same industry. If it is operated by reporting business to the local government as a rest restaurant, it is actually a rest restaurant, although it may appear as a convenience store, and is subject to prohibition of gatherings and business restrictions due to social distancing.
-It is a prohibited group, but the payment is 1 million won. How did it go?
This is the case that it was not identified as a group banned or restricted business, but first paid 1 million won because the sales requirements based on the general industry were met. Currently, a list of companies that are prohibited from gathering or restricted from business is being organized through local governments, etc., and text messages are scheduled as soon as they are confirmed. If it is confirmed as a group prohibition or business restriction, the difference (1 million won, 2 million won) is paid.
-Opened in November 2020, but there is no sales due to Corona, can I receive support?
If there is no sales, it is not eligible for support.
