#D, a woman in her 40s living in the metropolitan area, won the pre-sale house in the first half of last year. Mr. D, who had two children, reported marriage to Mr. E, who has three children, and received the highest score in the number of dependents in the subscription addition. Mr. D transferred Mr. E to his address right before the date of the announcement of recruitment for tenants, and immediately after winning, he moved to his original address and divorced Mr. E. At the time of the subscription, Mr. F, who lived with him, was registered as a resident at the address of Mr. D. Eight people lived in a 49m2 house for exclusive use on paper and the wife’s cohabitation in the newly married couple’s house.
#Mr. A, in her 40s, living with six family members, moved to the address of Mr. B, who resides in the metropolitan area, and was awarded an additional point for a sale in the metropolitan area. Mr. B applied for subscription and made a sales contract on behalf of Mr. A, and falsely recorded it as a relative, even though he was not related to the power of attorney. The Ministry of Land, Infrastructure and Transport suspects that he won an illegal subscription by buying the subscription bankbook of Mr. A, which has a high probability of winning due to its high subscription price, and moving it under disguise.
As the overheating of real estate led to a frenzy in the subscription market, cases of camouflage marriage and camouflage divorce were found to win the subscription.
On the 4th, the Ministry of Land, Infrastructure and Transport said, “We conducted an on-site inspection of fraudulent subscriptions for the housing complexes sold in the first half of last year.”
This on-site inspection was conducted by the Korea Real Estate Agency among the pre-sale complexes in the first half of 2020 based on information such as subscription competition rate and price trend, as a result of monitoring 21 complexes nationwide (3 in Seoul, 4 in Incheon, and the possibility of occurrence of fraudulent subscription). 7 competitions and 7 provinces). In this field inspection, 197 cases of fraudulent subscriptions were 134 cases of disguised transfer by type, 35 cases of subscription passbook sales, 21 cases of transfer of subscription qualifications, and 7 cases of disguised marriage and disguised marriage.
The actual case clearly revealed the tenacity of the subscription market, which was hit by a frenzy. A newlywed couple who had already won the special supply for newlyweds was found to have divorced under the guise of seeking to win the additional point system subscription again. According to the current system, the household rights of households who have already won the special supply cannot be subscribed to the winning system.
Cases of camouflage transfer are steadily being caught. It was found that a survivor of a national merit residing in a rural area moved to the Goshiwon in the metropolitan area just before the announcement date of the tenant recruitment announcement, and then won a special merit for the national merit, signed a sale contract, and then moved to the original home.

Along with this, the situation was revealed that the business entity illegally supplied a total of 31 houses at three sales sites, such as deliberately winning a person who was not eligible for the additional point system or randomly supplying the remaining amount due to abandonment of the contract. One implementation company forged documents and won by falsifying documents that the subscription winner is the single head of household without marriage and has six dependents, but it classified as a lottery winner without checking the number of dependents, and signed a sales contract.
The Ministry of Land, Infrastructure and Transport commissioned an investigation at the end of last month on 197 suspected cases of illegal subscription and 3 cases of suspected illegal supply. Depending on the results of the investigation, violators are punished by imprisonment for not more than three years or a fine of not more than 30 million won, and if the profits obtained from the illegal subscription exceed 10 million won, they will be fined up to three times the profit. In addition, the housing supply contract signed by the violator will be canceled, and the qualification to apply for subscription for the next 10 years will be restricted.
Seong-soo Han, head of the Department of Housing Fund of the Ministry of Land, Infrastructure and Transport said, “If you transfer your subscription bankbook and subscription qualification to participate in illegal subscription, criminal penalties, contract cancellation, restriction on subscription qualification, and in the case of persons with disabilities or basic benefits, the resident qualifications “There is a possibility that the right to receive various social security benefits may be deprived,” he said. “As additional damage may occur, special attention is needed.”
