Gyeonggi Province Governor Lee Jae-myeong announced that he is seriously considering how to universally support local currency that is extinguishing time limit in connection with the growing damage caused by the corona 19 3rd pandemic.

He said, “It is financially difficult, but when we (government 1st disaster subsidy, universal payment of basic disaster income in Gyeonggi Province), it has proved effective.” I said this.

In fact, as a result of the Gyeonggi Research Institute’s research, it was analyzed that the first disaster support payment resulted in a 1.85-fold increase in consumption traction, which had a positive effect on the economically underprivileged such as small businesses and alleys.

As a result of the analysis, from April 12 to August 9, both the central government’s emergency disaster support fund and Gyeonggi-do’s basic disaster income were 5,119 billion won.

Consumption expenditure generated in Gyeonggi-do during the same period was 78,737.5 billion won, an increase of 7,7444 billion won from 70,993.1 billion won in the same period last year.

Therefore, it means that 51% (2,6254 trillion won) of additional consumption expenditure occurred compared to the actual payment of 5.11 trillion won.

As a result of analyzing the consumption trend assuming that disaster basic income was not paid during this period, it was estimated that the consumption incentive effect reached 1.85 times (additional consumption expenditure of 4.38 trillion KRW).

It is analyzed that 100,000 won was paid per resident of the province, which had the effect of driving consumption of up to 185566 won.

In this regard, Governor Lee said, “The government has no choice but to selectively support the third disaster subsidy. “It is not easy to change this budget,” he said. “However, in the end, it seems that there will be an additional budget for universal support to the entire population in local currency. Can not help it. And you have to do that.”

“We faced a more serious situation that was not foreseen. The field economy suffered incomparably more damage than in the first and second periods, and because the damage is accumulated, it will be difficult to endure without a large-scale structural support policy.”

“Instead, it is highly likely that there will be a political debate, it may be delayed, and there may be a situation where national power is wasted due to the division of public opinion, so we are constantly telling you in advance.” “Our Gyeonggi Province is also seriously considering similar measures anyway. Self-employed people insist’don’t give it to us’. “It is an official request to increase sales by giving local currency to the general public.”

“Would those people have political tactics? “Because it is much more helpful to them (and asking for that),” he said. “I recognized that it was more useful from the standpoint of the whole national economy. I hope so, and I will continue to persuade us to open that path through preemptive action if necessary.”

Governor Lee previously announced his intention to review the second disaster support fund through issuance of local bonds on September 10.

Governor Lee appeared on KBS Radio’s’Kim Kyung-rae’s Strongest Preview’ and said, “We are reviewing how large (disaster subsidies will be paid) and government approval is required.” “If additional disaster subsidies are provided, the total “We are considering whether to apply in local currency or whether to use a 50% response support type that provides 250,000 won if you buy 500,000 won in local currency.”

In this regard, Choi Won-yong, head of the Gyeonggi-do Planning and Coordination Office, said, “It is the stage where the governor is instructing the necessity and possibility of (disaster basic income) and reviewing the budget bill on the 30th of last month. ”

As such, Gyeonggi-do is considering a plan to provide universal disaster basic income, while the government plans to selectively pay the third disaster support fund in January of next year.

The scale of support is reported to reach 4-5 trillion won.

The main targets of support are small business owners and self-employed, whose business is restricted due to the government’s distancing measures, and are considering direct support for rent in cash.

3rd Disaster Disaster Subsidies are considered predominantly to provide support for rent purposes in addition to damage compensation of 1 million to 2 million won, depending on the business type.
