Russia did not even have this formal notice.

It doesn’t even recognize Cadiz because it hasn’t set up an air defense identification zone.

Unlike airspace, air defense identification zones do not have the basis of international law, so advance notice cannot be enforced.

This is why Russia, which invaded Dokdo airspace last year and discovered it, can reiterate the claim that it has “obedient international law” again.
