
The’Artificial Intelligence Ethics Standard’ in Korea has been completed. In order to realize ethical AI, it is a standard that suggests principles that all members of society, including governments and public institutions, as well as companies and users, must adhere to all stages of AI development and use.
More than 80 AI ethical standards have been released by countries and organizations around the world, and new standards are still being created. Meanwhile, the AI ethical standards established in Korea are characterized by focusing on human-centered technology with’humanity’ as the highest value.
On the 23rd, the Presidential 4th Industrial Revolution Committee held the last plenary meeting this year to deliberate and decide on the’AI Ethics Standards’ established by the Ministry of Science and ICT and the Institute for Information and Communication Policy.
The AI ethics standard was drafted at the end of last month after discussions and consultations with major experts from industry-academia and civic groups such as artificial intelligence, ethics, and law. After that, the final draft was prepared on this day after a public hearing and collecting opinions from citizens.
Along with the advancement of AI technology, the ethical development and use of technology is also of interest to countries around the world and international organizations. Various ethical principles are being published in the European Union, including the artificial intelligence recommendation of the Organization for Economic Cooperation and Development (OECD), which Korea took the lead.
‘People-centered artificial intelligence’ is the key keyword for the domestic ethical standard. It presents the three basic principles and ten core requirements for the highest value humanity.
■ Why did you make it the goal of’AI for humanity’?
“All artificial intelligence aims at’artificial intelligence for humanity’, and should be developed and utilized not only to be useful to humans, but also to preserve and cultivate human characteristics without damaging them.
Artificial intelligence should be developed and utilized so as not to harm human mind and body, and should be developed in a direction that contributes to the rich life and happiness of individuals and leads to positive change in society.
Artificial intelligence should contribute to solving social inequality and be used for a given purpose.”
This is part of the preface to the AI Ethics Standards released on the day. Although AI technology can increase productivity and convenience, increase national competitiveness and improve the quality of life for the people, there is a task to be wary of technology misuse and data bias.
Accordingly, in order to realize humanity, the ethical standards established three main principles: ▲The principle of human dignity ▲The principle of social goodness ▲The principle of harmonization in all processes of the development and use of artificial intelligence.
It should be used to improve the welfare of society and human beings as a community, without harming human beings with safety. It also implies that it must meet the purpose and intention of being a necessary tool for human life.

■ What are the ten principles of AI ethics?
The AI Ethics Standards set out three basic principles for humanity, along with ten key requirements that must be met throughout the life cycle of AI.
The ten core requirements are ▲ guarantee of human rights ▲ protection of privacy ▲ respect for diversity ▲ prohibition of infringement ▲ publicity ▲ solidarity ▲ data management ▲ accountability ▲ safety ▲ transparency.
First of all, it implies that the development and use of AI should respect the rights granted equally to all humans. Various democratic values and rights specified in international human rights law must be guaranteed. Misuse of personal information in AI development and utilization should be minimized.
AI should minimize biases based on individual characteristics such as gender, age, disability, region, race, religion, country, etc., and should distribute benefits evenly to all people, not specific groups.
AI cannot be used for purposes that harm humans, and countermeasures for negative consequences must be prepared.
In addition to the pursuit of personal happiness, it should be used for the promotion of publicity and for the common benefit of humanity.
AI’s use of data should not be used for purposes other than its purpose.
The responsibility between AI design and developers, service providers and users should be clarified, and users should be able to control the operation in case of obvious errors. Finally, AI must make an effort to be self-explanatory.

■ Binding laws-autonomous norms rather than guidelines
The AI ethics standards established on this day do not have the same binding force as general laws. It aims at the direction in which those living in the AI era can autonomously comply.
In particular, the government emphasized that it is aiming for sustainable development without ending with the currently established standards.
It is explained that the goal of establishing ethical standards is the general principles that are referenced by all members of the society in all stages from AI development to application, and are not limited to specific fields and have universality.
In addition, it focused on creating a foundation for the flexible development of detailed norms in each area.
An official from the Ministry of Science and ICT said, “It is not a binding’law’ or’guideline’, but a moral norm and an autonomous norm. It respects corporate autonomy, encourages the development of artificial intelligence technology, and forms an ethical discourse that can flexibly respond to technological and social changes. I tried,” he explained.
He added, “We look forward to functioning as a platform to discuss and specifically develop artificial intelligence ethical issues that are newly raised according to changes in social economy and technology.”
