“I lost something to say to speculator LH” The reason for the anger of the residents of Guarim-dong [영상]

“I can’t sleep because my chi is shaking these days. I wake up dozens of times at night.”
“If the ancestors who passed away saw the situation now, they would have been extremely angry.”

The residents of Gwarim-dong, Siheung-si, Gyeonggi-do, who were suspicious of land speculation by the Korea Housing and Land Corporation (LH) were angry. Kim Mo (65), who has lived only in Gwarim-dong from birth until now, said, “These lands were inherited from parents and intended to be passed on to children in the future.”

Kim’s land and buildings were subject to acceptance by the announcement of the new city development. However, contrary to his will, he had to leave his hometown. On the morning of the 12th, a seedling was planted closely in a field in Guarim-dong, where a reporter met Kim. It was the land allegedly purchased by LH employees for land speculation. Mr. Kim said, “Where are people who plant trees at such narrow intervals? “If you are a farmer, you will never do this.” “It’s more embarrassing and angry that I did it at LH. How can I believe in such a government and live?”

“Only the indigenous people became fools”

On the 11th, the government joint investigation team announced that it had investigated 14,000 LH employees with the Ministry of Land, Infrastructure and Transport and confirmed cases of suspected speculation by 20 LH employees. There were 15 people who bought the land in the Gwangmyeong and Siheung districts, the most. In the case of Guarim-dong, it turned out that there was a case of joint purchase by 22 people, including 4 employees, in one lot.

Lee Wang-jae (71), who has been living here for the 9th generation, said, “Only the indigenous peoples have become fools.” Mr. Lee said, “If our farmers knew about this, we could have bought farmland and received more compensation,” he said. Jeon Young-bok (66), chairman of the Gwangmyeong-Siheung District Gurim Residents’ Countermeasures Committee, said, “The LH staff, who should be the most fair, are angry at accommodating residents’ land and taking care of their own succession. I said.

Hometown turned into an arena

Most of the residents I met in Guarim-dong that day lived in this area from generation to generation. It was a precious place that our ancestors handed down, but it was said that it was a place where the wounds caused by’development’ were deep. In the 1970s, it was designated as a green belt, limiting the exercise of property rights by residents, and in 2010, during the Lee Myung-bak administration, it was designated as the Bogeumjari housing business district. However, in 2015, due to a decline in the real estate economy, the Bogeumjari business plan was canceled and designated as a’special management area’.

One resident said, “It’s a place with many twists and turns,” and “It’s now an arena.” That’s why the speculation of LH employees was an act of betrayal. Residents said, “It was a victim of previous government policies, and it was killing us three times.” Ik-soo Ahn (66), vice-chairman of the Guarim Residents’ Countermeasure Committee in Gwangmyeong and Siheung Districts, said, “Even if the Guarim District alone is canceling the 3rd new city plan or designated as a development area in the future, it must be postponed indefinitely now.”

“Even if I receive compensation, it is difficult to return to my hometown”

Why was he so angry even though he had land in the new town development? Some of the residents of Guarim-dong have requested a village maintenance project (replantation method) for the direction of development in this area. Reland development is a method of designating a small area to improve roads, and redistributing the land again according to the size of the existing land. Residents who have lived their entire lives in their hometowns said they want to develop a phantom that does not require moving to the area. One resident said, “If the city is developed and you leave this place (because it is too expensive), it will be difficult to come back, and it will take a long time to come back.”

Chairman Jeon said, “If it is designated as a new city, residents also make money, but it is not true. In the case of acceptance, the indigenous people have nothing left after paying an average of 30% or more as a transfer tax and removing local taxes.” Vice-Chairman Ahn said, “Only the residents who have tried to cultivate and save the region for a lifetime are suffering damage,” he said. “Isn’t the Moon Jae-in government a government that says it is for all the people, especially the poor. It seems that the Korean government is not a government for the people.” Sighed.
