Heads of public institutions who endured retirement despite the pressure of “sell multi-household”

◆ Disclosure of property for high-ranking officials ◆

In July of last year, the Blue House and the Prime Minister’s Office targeted high-ranking multi-household officials and pressured them to “sell houses” in all directions, but most of the heads of public institutions and public corporations did not sell. In many cases, the term of office is about to expire, and the controversy over the infringement of `private property rights` seems to have not been followed by government guidelines.

According to the regular property changes in 2021 published by the Government Officials Ethics Committee through the official gazette on the 25th, Choi Jeong-pyo, director of the Korea Development Institute (KDI), under the Office of the State Affairs Coordination Office, owns two apartments, including the Olympic Athlete’s Gijachon Apartment in Bangi-dong, Songpa-gu, Seoul and Ssangyong Sweet Dot Home in Ogeum-dong, Songpa-gu. I’m doing it. The combined property report amount (announced price) of the two bonds is 2.31 billion won. Director Choi is a progressive scholar who has served as a representative of the Citizens’ Alliance for Economic Justice and Practicing. Choi’s term of office expired on the 23rd.

Yoon Tae-jin, chairman of the Korea Food Industry Cluster Promotion Agency, under the Ministry of Agriculture, Food and Rural Affairs, has owned as many as five houses (including officetel) in Anyang and Uiwang areas since several years ago.

The same is true of public corporation representatives. Kim Ki-man, the president of the Korea Broadcasting Advertising Promotion Corporation, who retired in September this year, reported 2.12 billion won in buildings including four row houses in Yeoksam-dong, Gangnam-gu, Seoul, officetel in Yeongdeungpo-gu, Seoul under the name of spouse, apartment in Mapo-gu under the name of the eldest son, and shopping district in Seocho-gu under the name of the eldest daughter. did.

Meanwhile, the wealth of high-ranking public officials this year was found to have increased by an average of 110 million won from last year. According to the `Regular Property Changes for Public Officials in 2021`, the average reported property of 1885 public officials was 1,412.97 million won, an increase of 110.97 million won (8.44%) from 1.33 billion won last year.

Last year, it was confirmed through a regular property change report that many of the Blue House staff sold their homes in order to dispose of their homes to multi-homed public officials.

According to the 2021 report on the property of high-ranking public officials released in the electronic gazette on the 24th, a total of 12 incumbent Blue House staff who sold real estate last year, including social chief Yoon Chang-ryul, anti-corruption secretary Lee Myung-shin, and economic chief Lee Ho-seung, were. It is noteworthy that the two billion won economic policy secretary and Lee Jeong-do, the secretary of general affairs, sold the real estate at the actual transaction price lower than the official price. Due to the urgent disposal, it is believed that the real estates in Seoul and Sejong were sold at low prices.

On the other hand, Yoon Chang-ryul, senior social security secretary, disposes of apartments in Bangbae-dong, Seoul, and Bangok-dong, Sejong-si, resulting in a surge in property value of 900 million won. Second assistant secretary Choi Sang-young also increased his property by 300 million won, centering on gains from apartment sales, and Lee Nam-gu, secretary for public service, also made a profit from the sale of his spouse’s officetel. Shin Ji-yeon, the first affiliated secretary, increased his assets by about 400 million won, centering on the fund’s profits. As a result, it was found that there are currently no multi-homed people in high-ranking positions in the Blue House, but some of them own shopping malls in addition to actual residences. The head of the National Security Office, Seo Hoon, has shopping centers in Bundang and Suwon under the name of his spouse, and Employment and Labor Secretary Do Jae-hyung reported the shopping streets in Daegu. Jeong Moo-seok Choi Jae-sung bought a forest in Suwon-myeon, Namyangju last year to build a house for the purpose of living. An official at the Blue House explained, “The forest is far from the 3rd new town of Wangsuk in Namyangju, and it was purchased long after the new town plan was announced, so it is difficult to expect a profit.”

The chief of staff with the most wealth in the Blue House is Seo, who reported about 4.53 billion won.

In the National Assembly, independent lawmaker Jeon Bong-min, an asset price of 90 billion won, ranked first in reported property. Among the 21st lawmakers, 100 lawmakers with assets exceeding 2 billion won. The former lawmaker reported the most wealth among all members of the National Assembly at 9,142.87 million won last year. The former lawmaker called for property through a family’s Busan regional development project, but the speed of property growth was so fast that there was a complaint from the Busan Economic Justice Practice Citizens’ Association, and a related investigation by the police is underway. At the end of last year, former lawmaker withdrew from the power of the people.

In addition, the largest asset among the Democratic Party members is Park Jung, the founder of the Park Jeong Language Academy. It reported a total of 43.1 billion won in property, ranking third in total, following independent lawmaker Park Deok-heum (56 billion won). Last year, securities property reported an increase of more than 10 billion won, a change that occurred after reporting unlisted stocks at face value until last year and reflecting the market price from this year.

In terms of the power of the people, the total assets of Rep. Park Seong-jung, chairman of the Seoul Party, and Ahn Byung-gil, who has a regional district in Busan, each increased by about 1.5 billion won. It was found that the increase in real estate prices played a large part in their asset growth. There was also a case where a new apartment was purchased in Seoul, not in the regional district. Rep. Park’s new town apartment in Mok-dong, Yangcheon-gu, not Seocho-gu, his local ward, rose by about 230 million won in the name of his and his spouse. The price of another Mok-dong new town apartment owned by the eldest daughter also rose by close to 180 million won. Rep. Ahn said the total amount of property increased significantly as the price of an apartment owned by his spouse in Haeundae, Busan, rose by close to 360 million won.

Rep. Jeong Jeom-sik, a district in Tongyeong, Gyeongsangnam-do, also saw the effect of an increase in the price of apartments owned in Seoul. Rep. Jung’s own apartment in Banpozai, Seocho-gu, has risen by nearly 400 million won. Chung’s total assets increased by 1.2 billion won. There were nine lawmakers, including National Assembly Speaker Park Byeong-seok, whose wealth increased by more than 1 billion won over a year, and 18 lawmakers increased by 500 million to 1 billion won. A number of lawmakers were also found who could expect a rise in land prices due to various development benefits including the 3rd new town. Democratic Party lawmaker Byun Jae-il owns a large amount of forest fields near Cheoin-gu, Yongin-si, where SK Hynix’s semiconductor cluster is located. Democratic Party lawmaker Lee Yong-seon owns the land of Naegok-ri, Jinjeop-eup, a new town in Wangsuk, Namyangju under the name of his spouse.

Excluding the two lawmakers whose reported assets exceeded 50 billion won, the average of the reported assets of 296 people was 2.3613.6 million won. Last year, the average wealth of 287 members of the National Assembly excluding the three with a total reported amount of 50 billion won or more was 2.48359 million won, which is an increase of 120 million won. 43 (14.4%) of the lawmakers with reported assets of less than 500 million won. It is also noteworthy that 6 out of the top 20 reported property are independent.

Meanwhile, President Moon Jae-in (1,161.22 million won), who purchased the Yangsan Sister’s Land, was found to have the most land in the Blue House. In the National Assembly, Rep. Park Deok-heum owned more than 22 billion won.
