Lee Yong-gwan, the father of the late PD Lee Han-bit, who had been fasting for 29 days to enact the Severe Accident Corporate Punishment Act, said at a press conference held in front of the Citizen Fasting Agricultural Growth at the main gate of the National Assembly after passing the’Severe Accident Punishment Act (Severe Disaster Act)’ on the evening of the 8th. Kim Mi-sook, the mother of the late Kim Yong-gyun, who had been with Lee for 33 days, including fasting on the 29th, said, “It was very difficult for a month” with a tired look. “It was a long, dark and difficult time. The legislation passed stipulates that if a worker dies due to an industrial accident or accident, the employer and the manager will be punished with imprisonment for more than one year or a fine of not more than 1 billion won. However, workplaces with fewer than five employees, which account for 32% of all accidents in the last three years, were excluded from the penalty. Kim Seon-yang, the father of the late Kim Jae-soon, who died after being sucked into a machine during an inspection of a shredder while working at a household waste disposal company located in Gwangju in May, said, “I am grieving and regretting that workplaces with fewer than 5 employees were excluded.” The victims of the disaster will fight until the end so that the severe disaster law can be applied to workplaces with fewer than five employees.
That is to say, the workplace where Jae-soon died was not a safety check in the last six years because it was a small business with fewer than 10 employees. Like Jae-soon in 2014, six years ago, a worker in her 60s was caught in a shredder and died, but safety facilities were not installed for reasons of cost reduction. At the time, the only punishment the business owner received was a fine of 8 million won.

Among them, 23.9%, or 375, died at workplaces with fewer than five workers. 61.5%, or 966, were workers in workplaces with fewer than 50 employees.
