People who bought several units at a time, as if they were shopping for apartments in rural areas where prices were relatively inexpensive, were caught.

It is suspected that tax evasion was made by creating a corporation and writing a down contract with the price lower than the actual transaction amount.

The Ministry of Land, Infrastructure, and Transport conducted an investigation by capturing over 1,200 suspicious transactions out of about 25,000 reported transactions in 15 local real estate overheated areas from September to November last year.

As a result, it was revealed that 244 suspected illegal cases such as tax evasion, violation of the Real Estate Transaction Reporting Act, and title trust were confirmed.

In particular, a large number of cases have been discovered in which a corporation has intensively purchased several apartments through down contracts in a short period of time, or a foreigner has purchased several low-cost housing under the corporate name.

A corporation, a real estate leasing business, bought a whopping 10 apartments in Dalseo-gu, Daegu, for two months.

In the process, it turned out that they actually reported a down contract that they bought for 800 million won for 690 million won.

It is suspected that corporations paid less acquisition tax and sellers paid less capital gains tax.

Mr. B, who lives in Anyang, Gyeonggi-do, concentrated on buying 6 apartments in Seongsan-gu, Changwon, Gyeongsangnam-do for five months.

Buying 6 inexpensive apartments worth around 100 million won, he signed a contract under the name of C corporation, which he is the representative of.

However, it is a case in which all purchases are made from Mr. B’s bankbook and appear to be in a title trust.

Last year, it was confirmed how the phenomenon of demand for speculation in various parts of the province actually came about.

The main purpose of tax evasion is the reason why you mobilized the method of establishing a corporation and buying apartments under 100 million won?

That’s right.

The government raised the acquisition tax rate for multi-homed people from 8 to 12% in the July 10 measures last year, excluding houses with an official price of 100 million won or less from the acquisition tax.

Accordingly, in order to avoid the high tax rate that is applied to multi-homed people, it seems that it was bought under the name of a corporation or aimed at an apartment with an official price of 100 million won or less.

In fact, an apartment in Gaeum-dong, Changwon-si, Gyeongnam, where the official price was less than 100 million won, traded for around 150 million won in June of last year, but the price jumped more than 100 million won in five months.

The trading volume also surged in November alone, with more than 40 cases crowded.

As such, in the second half of last year, signs of overheating appeared in Ulsan, Cheonan, and Changwon, and there was concern about damage to residents and end users, and the government conducted a planning investigation.

In the midst of this, multi-homed people are also increasingly choosing donations to avoid rising taxes since June?

Ahead of the strengthening of the ownership tax and capital gains tax on multi-homed people in June, the donation of apartments in Gangnam-gu, Seoul, surged to the highest level in history last month.

Looking at the monthly apartment transactions announced by the Korea Real Estate Agency, last month, 812 donations for apartments in Gangnam-gu were up 6 times compared to the previous month.

Gifts accounted for 70% of apartment transactions in Gangnam-gu last month, overwhelming 23.3% of sales.

Experts analyze that multi-homed people with expensive apartments in Gangnam chose to donate at the crossroads between selling and giving to avoid excessive taxation.

An official in the real estate industry said that the government would induce the sale of multi-homed apartments to be released to the market with a strong tax policy and set the price of the house.
